2 SMMSS - Support to Modernisation of Mongolia Standardisation System What is „Food Control“ (Definition) Food control is defined as: …. a mandatory regulatory activity of enforcement by national or local authorities to provide consumer protection and ensure that all foods during production, handling, storage, processing, and distribution (food chain) are safe, wholesome and fit for human consumption; conform to safety and quality requirements; and are honestly and accurately labelled as prescribed by law. Effective national food control systems are essential to protect the health and safety of domestic consumers. They are also critical in enabling countries to assure the safety and quality of their foods entering international trade and to ensure that imported foods conform to national requirements. Continued International food trade and need for harmonization of food safety and quality standards; Changes in lifestyles, including rapid urbanization; and Growing consumer awareness of food safety and quality issues and increasing demand for better information. Continued In all Member States of the EU and many third countries, the overarching principles concerning food safety and consumer protection are established in national legislation. ● Legal basis for this national legislation is the „General Food Law“ Peter Steinbüchel - Nov. 2014 - FoCoSy 8

Continued The Member States “ shall maintain a system of official controls and other activities as appropriate to the circumstances, including public communication on food and feed safety and risk, food and feed safety surveillance and other monitoring activities covering all stages of production, processing and distribution”. Continued Member States shall also lay down the rules on measures and penalties applicable to infringements of food and feed law. 13 SMMSS - Support to Modernisation of Mongolia Standardisation System Food Control System in Germany City of Düsseldorf about 3.000 facilities to inspect / to control almost 4.000 inspections almost 280 facilities with severe deficiencies almost 90 facilities were temporarely stopped almost 80 penalty charge notices - all in one year work was done by 14 food inspectors, 4 vets, 6 administrative staff, all are working in 1 (one) Office for Consumer Protection Peter Steinbüchel - Nov. 2014 - FoCoSy 13

14 SMMSS - Support to Modernisation of Mongolia Standardisation System Food Control System in Germany Office for Consumer Protection 3 Departments and 76 staff „veterinary affairs“ – food control especially meat and meat products, animal health, animal welfare, veterinary drugs, feed control, BIP, „food control“ - up to 14 food inspectors „chemical lab“ – accredited lab for specified analyses of food, commodities and cosmetics (sampling procedure: 5,0 /1.000 inhabitants + 0,5 commodities, cosmetics, tabac ).
