3 28 February 2005STF 2793 ERTS – R&TTE Directive (1999/5/EC) No definition of ERTS Expression appears once only – in Annex III Annex III is referenced from Article 10.4 concerning conformity assessment of transmitting parts of radio equipment for which harmonized standards exist this implies that ERTS relates to transmitting parts Annex III includes… The identification of test suites that are considered to be essential… this implies that there are other test suites that are not essential (by extension, not concerning transmitting parts) since TTE and receiving parts of radio equipment not referenced to Annex III, other test suites apply other test suites and ERTS must relate only to essential requirements to have relevance to the Directive

4 28 February 2005STF 2794 ERTS – TCAM 15 The chairman saw the need to clarify the provisions of the Directive. There are essential requirements for which the harmonized standard prescribes that one needs to perform essential radio test suites. For other essential requirements, conformity can be proven through other means. Standards thus shouldnt confuse the reader by suggesting that also for the last group there would be an obligation to use the standardised test suite. The ERTS interpretation is consistent with the analysis of the Directive The effective exclusion of test suites for any other purpose is problematic.

5 28 February 2005STF 2795 ERTS – ETSI Guide (1) The standard shall include a table defining the test suite for that standard, namely a list of the clauses containing specifications that shall be verified to allow conformity with the relevant parts of the standard to be claimed. This is effectively a definition in context of test suite – ie a full statement of ALL (requirements) specifications that must be verified Harmonized standards for radio transmitting equipment shall include the essential radio test suites referred to in Annex III of the R&TTE Directive, in order to make conformity assessment simpler for all parties concerned. For consistency, this requires that the ERTS is a sub- set of the test suite covering all (requirements) specifications.

6 28 February 2005STF 2796 ERTS – ETSI Guide (2) Where compliance with the specification requires the value of a parameter to be assessed, the responsible ETSI technical body writing the Harmonized Standard shall consider whether the value obtained may vary according to the method of measurement employed. In this case the measurement method shall be defined in the minimum detail required to ensure reproducibility of results between different laboratories. This explanation is not tied to ERTS and so applies equally to other parts of the test suite It admits that the test method need not be specified for those parts of the ERTS where the measurement method is unlikely to affect the value obtained

Essential radio test suite means that part of the test suite applicable to the non-receiving (ie transmitting) parts of radio equipment. test suite = essential radio test suites + other test specifications
