12 Tempus Structural and Complementary Measures Structural Measures Development, acquisition and upgrading of skills and instruments necessary for nation-wide - structural – reform Support to its planning, preparation, undertaking and implementation. Short-term “Top-down”

13 Tempus Structural and Complementary Measures Complementary Measures build on well-established higher education programmes, courses or actions at institutional level which are of nation-wide relevance for higher education reform Short-term “Top-down”
