HOAC assured that the state allocated 70% of federal PHER funds to California's cities and counties, resulting in over $72 million given to local health departments. HOAC worked with the University of Pittsburgh to develop and pilot the Public Health System Indicators Project, which seeks to determine what makes one local health department more or less prepared than another. HOAC represents the physician health officers in California's 61 city and county jurisdictions.

The voice and "Champion" for LHDs in Texas Formed in 1998 as a coalition of LHDs Grew to provide rapid reporting of communicable disease from local public health departments to the State by use of the Health Alert Network (HAN). Sole conduit for the CDC grant to establish basic computer services and connectivity statewide for LHDs.
