4 Distance Education is defined as a formal educational process in which the majority of the instruction occurs when student and instructor are geographically separate. Instruction may be synchronous or asynchronous. (adapted from the Commission on Institutions of Higher Education) Minnesota Online's work will be defined as teaching and learning which is provided online and predominately asynchronous. predominately asynchronous: 100% online except for on-site professional practice experiences such as internships/clinicals. Operational Definition for Minnesota Online: Minnesota Online’s work will be defined as educational process in which the majority of the instruction occurs when student and instructor are geographically separate but excluding delivery through ITV or correspondence independent study. Suggested changes from the 12/18 dialogue: -Minnesota Online’s work will be defined as educational processes in which instruction occurs when student and instructor are geographically separate and instruction is predominantly online and asynchronous. -Minnesota Online’s work will be defined as educational processes in which instruction occurs with student and instructor geographically separate and the instruction is online and predominantly asynchronous. -Minnesota Online's work will be defined as teaching and learning which is provided online and predominately asynchronous. predominately asynchronous: 100% online except for on-site professional practice experiences such as internships/clinicals. Operational guidelines for 2003- Exchange of material may occur through a variety of media including online but also a CD Rom mailed or text book that arrives through the mail. Expectations for the student must be clearly articulated in all public information.

Adopted from the mnVU Task Force) Partial Distance Learning: Students are geographically separate from the teacher and other students for a majority of the required activities. However, some on-site class participation is required. This includes synchronous and/or asynchronous instruction. Synchronous – Instruction takes place at a scheduled time. This may occur on- site or with the instructor and student geographically separate. Asynchronous – Students choose when to engage in class activities. Interaction does not take place at a scheduled time; however the instructor may set deadlines. Expectations for the student must be clearly articulated in all public information.

Need guidelines for “predominantly online” Not to include correspondence Not to include ITV Define unnecessary duplication HLC approval has different parameters than the MnSCU program approval Simply inventory the modes of delivery

(adapted from the Commission on Institutions of Higher Education) Operational Definitions for Financial Services-: Home is declared by the student upon enrollment and is typically the degree granting institution. If the student’s chosen career pathway includes a series of institutions offering degrees which build upon each other, the declaration of home will apply to the degree currently being sought. If the student is non- degree seeking, home will default to the campus at which the student initially enrolled. Home may change as the student progresses through a career ladder or changes a program of study. Host is the institution providing the instruction for courses outside the offerings of Home.

What data is really necessary? For what audience and for what purpose? Do any standard definitions exist? Are these the correct delineations in 2003? 2005? 2010?
