Most laws pertaining to barrier islands are Federal (CWA, CBRA, etc), however the CZMA relies on a complex interaction where the federal government oversees the big picture leaving day to day decisions in the hands of the state. 2. Many of the laws that affect barrier islands aren’t specific to them. It is through controlling factors such as pollution and coastal development that the laws pertain 3.
