7 Develop a clear, agreed, and common goal structure Carry out joint research programmes to achieve a science-based consensus on the specific environmental issues Establish and agree on goals and precise objectives, based on this science and knowledge Assign responsibility for action to each actor (sector or country), based on jointly developed monitoring, modelling and analysis Monitor, report and evaluate results of these actions, through an integrated system, "owned" by all actors Modify goals, targets, policies and actions if necessary, based on this monitoring, reporting and evaluation Some lessons learned

8 What remains to be done Further develop the goal structure, and the monitoring and reporting system Increase the mutual knowledge and understanding of the roles and responsibilities of the environmental sector and the other sectors contributing to both the problems and the solutions Develop much improved systems and procedures for sharing and assigning responsibilities for action between individual sectors Use science and knowledge more effectively to raise environmental awareness and increase understanding for and response to environmental policies in business, local government and among consumers
