1 Rationales 1. Support:ccNSO membership supports ICANN structure 2. Benefit & Costs:All constituencies should help cover reasonable costs to their abilities benefits used Also: a constituencys contribution should correlate with its need and the services / benefits it receives 3. Solidarity:As a constituency, the ccNSO should help pay a reasonable share of the operational costs of ICANN 4. Activities based Contribution:No percentage contribution, but a contribution based rationales and activities 5. Participation:Contributing constituencies should have an influence on general strategy, scope and extent of activities, and thus on activity plan, which needs to correlate with influence on corresponding budget items (LTP, MTP) 6. No cross-funding: there should be a correlation between benefit and corresponding costs

2 Budgetary Consequences 1. Support:ccNSO membership supports ICANN structure The ccNSO should help fund the ICANN operations, including reasonable overhead. 2. Benefit & Costs:All constituencies should help cover reasonable costs to their abilities benefits used The ccNSO should help fund the ICANN operations, including reasonable overhead. Also: a constituencys contribution should correlate with its need and the services / benefits it receives ccNSO members should cover all ccNSO related costs. Non-ccNSO should not be bare such costs. 3. Solidarity:As a constituency, the ccNSO should help pay a reasonable share of the operational costs of ICANN ccNSO members should pay an equal base-contribution, supplemented with additional voluntary contribution according to in accordance with ones means.

3 Budgetary Consequences 4. Activities based Contribution:No percentage contribution, but a contribution based rationales and activities The amount of ccNSO contribution correlates to the real benefits the constituency receives > controllability 5. Participation:Contributing constituencies should have an influence on general strategy, scope and extent of activities, and thus on activity plan, which needs to correlate with influence on corresponding budget items (LTP, MTP) Formal involvement and say of the ccNSO in ICANNs strategy and budgeting process should be directly correlated to the ccNSO being bound to a certain budget contribution. 6. No cross-funding: there should be a correlation between benefit and corresponding costs The amount of ccNSO contribution correlates to the benefits its members receive and have had a say on.
