WLIA March 2004 1 Evolution in National Data Sharing Richard Vraga Wisconsin & Illinois State Liaison U.S. Geological Survey Madison, WI

March 5, 2004 WLIA 20042 Recent USGS achievements in Wisconsin during the last year? Established a local Mapping Partnerships Office Established agreement with NRCS for 43 10- meter DEMs Act as advisor and provided support letter for WisconsinView Provided support to City of Milwaukee and NIMA for Harley 100 th birthday

March 5, 2004 WLIA 20043 Planned achievements in the next year? Get to know people and programs in Wisconsin Establish Memorandum of Understanding between WI and TNM Establish agreements with Dane County and SEWRPC for DOQs Establish other agreements as they arise Complete urban area data inventory Make USGS activities in Wisconsin known to broader audience

March 5, 2004 WLIA 20044 Ways state/local government can better interact and cooperate with USGS programs? Talk to me Develop and maintain accurate base data that is core to your mission – Provide Metadata – Use standards OGC Web Services FGDC Metadata Be creative, flexible

WLIA March 2004 5 Evolution in National Data Sharing D. David Moyer Interim State Geodetic Advisor University of Wisconsin Land Information and Computer Graphics Facility (LICGF)

March 5, 2004 WLIA 20046 Changing Responsibilities Encourage Cooperation Continued downsizing of federal agencies Increased interest in local control Increased recognition of importance of local LIS/GIS data All have combined to encourage more cooperation and real working partnerships Therefore, credit of positive results from NGS activities over the last several years must be shared with local and state partners, and the private sector

March 5, 2004 WLIA 20047 Recent Achievements of NGS in Wisconsin 1991 High Accuracy Reference Network (HARN) 1997 High Accuracy Reference Network (HARN) Height Modernization Program (HMP) – Development of HMP Brochure – Development of HMP Poster – Achieving significant funding increase for WI-HMP Major paper at URISA 2003 on successful partnerships and collaborations with others

March 5, 2004 WLIA 20048 Successful NGS Partnerships - 2003 Height Modernization Program National Continuously Operating Reference Stations (CORS) Online Positioning Users Service (OPUS) The MPLIS Guidebook Aeronautical Surveys Program Spatial Reference Center Program

March 5, 2004 WLIA 20049 NGS Plans for Future Activities in Wisconsin Continue and accelerate the WI-HMP – Including continuation of current levels of funding – Exploration of alternative surveying methods, compatible with northern Wisconsin landscape Evaluate the feasibility for full range Spatial Reference Center in Wisconsin (possibly modeled on California and Louisiana reference centers)

March 5, 2004 WLIA 200410 Ways to Improve State/Local Interaction with NGS Programs Provide your ideas whenever possible – Recent HMP Forum (additional opportunities probably coming soon) – County Information meetings on HMP (being held in each county as work begins)\ – Contact the State Advisor, or National Office in Silver Spring, with your ideas www.ngs.noaa.gov

March 5, 2004 WLIA 200411 USDA Farm Service Agency GIS Program in WI Larry Cutforth GIS Coordinator WI Farm Service Agency Madison State Office

March 5, 2004 WLIA 200412 Outline Farm Service Agency (FSA) responsibilities Agency achievements during last year Planned achievements next year. How state/local government can better interact and cooperate with FSA GIS programs

March 5, 2004 WLIA 200413 Farm Service Agency Formerly ASCS (Ag. Stabilization Conservation Service) Responsible for implementing USDA farm programs such as price support, CRP, crop disaster relief, crop compliance, and farm loans. 59 county offices, 500 employees statewide. Maintains farm owner/operator land records to implement farm programs. Obtain aerial photography on a yearly basis.

March 5, 2004 WLIA 200414 FSA GIS Achievements during 2003 First year using GIS for FSA programs in WI. Used ArcView GIS for determining CRP eligibility scenarios. Used digital imagery for performing compliance determinations. Started digitizing and cleaning up farm field boundary records in 20 WI counties. Started using GPS for field measurements instead of a wheel.

March 5, 2004 WLIA 200415 Common Land Unit (CLU) Process: Converting Paper Records to GIS

March 5, 2004 WLIA 200416 CLU Certification Steps Before the CLU may be used for USDA programs it must be certified. Process: Clean up spatial and tabular errors Mail maps to each producer to check GIS field boundaries. Switch over to GIS acres.

March 5, 2004 WLIA 200417 Goal: All WI CLU digitizing completed by the end of 2005.

March 5, 2004 WLIA 200418 Compliance Replaced aerial slides with digital imagery in 2003. Used semi-rectified, color digital imagery produced by ProWest & Assoc. of MN. 2 meter resolution UTM projection 5 square mile tiles. Available for sale from FSA offices. See the USDA table for more info.

March 5, 2004 WLIA 200419 FSA: Planned GIS Achievements Next Year Arranging partnerships to cost share NAIP imagery. Expanding CLU program Migrating to ArcGIS Coping with budget cuts

March 5, 2004 WLIA 200420 National Agriculture Imagery Program(NAIP) Goals Provide new photography/digital imagery on an annual basis. Color imagery taken during the cropping season. Update ortho-image base on 1-5 year cycle (depending on USDA Service Center needs)

March 5, 2004 WLIA 200421

March 5, 2004 WLIA 200422 NAIP Products and Cost 2 m Ortho-Rectified1 m Ortho-Rectified $10.00 / Square Mile $16.00 / Square Mile Seeking partners to obtain 1 m. imagery

March 5, 2004 WLIA 200423 NAIP Imagery Details Partners needed to obtain 1m. imagery. Cost to partners of ~$6/sq mile. Working on forming a consortium of county partners. UTM projection. Quarter quad tiles USGS ground control

March 5, 2004 WLIA 200424 How Can State/ Local Gov. Programs Better Interact and Cooperate with FSA ? Seeking data sharing partnerships to obtain parcel data from counties. Need to obtain CRP and CREP data from conservation agencies. Contact FSA about partnering to obtain imagery in the future.
