3 Write DR  You may start writing DR after writing the WP and when your team is ready.  It will normally start at the end of 2 nd session to the beginning of 3 rd session.  Finish writing before the 3 rd session ends. Or to hand it in at middle of the 3 rd session, if you and your team could manage to finish.  However, NO RUSH. You need NOT be the first one handing in DR.

4 Get signatories  Use the UMC time and break time to do that.  Signatories refers to those who want the DR to be DISCUSSED. They need not agree with that totally.  You need 20% delegates to be your sponsor+signatories, or DR will not be talked about at all.

5 Introduce DR  After the formal debate ends(as I mentioned in the previous ppt), leaders of blocs will have some time to introduce the DR, bloc by bloc.  Leaders from the SAME bloc will one by one introduce something related to DR  Leaders will answer QUESTIONs, from allies, rivals, and neutral delegates.  Every DR will last about 10 minutes.

6 How do I do that?  Be a leader, or at least a leading writer.  Be confident when you are introducing  Answer questions NOT being sophistic, if anything is wrong with your DR, say ‘Thank you for pointing that out, we will fix that in amendment.’  Do not be afraid to strike back when your rivals are being aggressive

7 MC about DR  After introducing and asking questions about the DRs, people may raise MC to talk about different DRs, comparing and looking for defects and improvement.  For leaders, it is time to defend your DR, to know what to improve and what will satisfy others.  It is the last chance for canvassing neutralists.  Be firm against your rivals’ criticism, be open to those inactive delegates’ opinions.

8 Amendments  Amendments are changes to DR  Write that and hand that in at the same time while the MC about DR  On papers, you write:  Change …clause…subclause to …  Insert … after/before …clause…subclause  Delete … clause…subclause  Use amendments to improve your DR!

9 Friendly? Unfriendly?  Friendly Amendments requires all the SPONSORS to agree and sign on the amendment. The change will be applied automatically.  Others are called unfriendly amendment. You need to vote to pass the amendment.

10 Voting procedure  Delegate of … motion for moving into the voting procedure.  After introduction and time for MC, a motion will be needed to move into the voting procedure, where DRs are going to be voted.  2/3 majority is required to pass the DR.

11 Order of DR  Normally, DRs are voted in the order that they are handed in. You hand in first, your DR will be voted first.  When a DR is passed, the other ones will not be voted!  You may motion for changing the order of DR.
