2. WARFIGHTER FOCUSED, GLOBALLY RESPONSIVE SUPPLY CHAIN LEADERSHIP 2 2 Background When an SSR is submitted by the materiel manager to DSS, all stock screened regardless of ownership. When SSR results in suspected non-compliant materiel, stock is suspended (regardless of owner) and an SQCR is sent to the owner for disposition. Materiel owners do not have visibility as to why their materiel is suspended so they cannot provide disposition and the materiel remains in a suspended condition. Materiel owners do not have recourse for action against contractor

3. WARFIGHTER FOCUSED, GLOBALLY RESPONSIVE SUPPLY CHAIN LEADERSHIP 3 3 PDC 1084  Proposes credit to be issued for non-manager owned suspended stock stored at a DLA Distribution location when a stock screening request results in identification of non-compliant materiel.  Proposes return of suspended suspect materiel to the item manager responsible for the screening action and reimbursement to the current owner.  Requires PDC 1045 to be implemented.  Only for materiel stored at DSS location. Issued non- conforming materiel still requires PQDR.

4. WARFIGHTER FOCUSED, GLOBALLY RESPONSIVE SUPPLY CHAIN LEADERSHIP 4 4 SSR is submitted from manager to DSS Stock is screened and materiel meeting criteria is suspended per SSR DSS prepares Stock Screening Reply DSS creates SQCR to Manager (action) and to owner (info) stating non- manager owned materiel* Non-compliance valid? Manager provides SQCR reply with disposition to upgrade materiel regardless of ownership.** DSS upgrades materiel per SQCR reply DSS generates CN transaction which will perpetuate to manager and owner(s) NO YES Manager submits interim response to SQCR asks owner for Original Req# and for owner to create ship-in-place MRO using Manager provided doc # Owner submits ship-in- place MRO Owner replies to SQCR w/ Req #*** and states ship-in-place is complete. DSS: 1.processes ship-in-place MRO 2. generates receipt to Manager based on PMR 3.Systemically generates SQCR CO PDC 1084: Process flow chart Manager receives SQCR indicating materiel under manager’s ownership. Manager processes receipt against PMR due-in. Manager validates transfer of ownership. Recommends/processes credit to owner Manager replies to SQCR providing disposition.

Owners receive info copy through WebSQCR.  If materiel is non-compliant: Manager requests document numbers from owner Manager submits PMR Owner submits ship-in-place MRO Owner provides original requisition number to manager using Interim Reply Code 524 (Can provide constructed document number & fund code) Manager validates ship-in-place and provides credit to owner
