2 1.Articles of Confederation Governing document of the combined states after the Revolutionary War. Congress created plans for a new nation in 1777. They were created with the intent to restrict the power of the federal government.

3 1.Under the Articles of Confederation Congress could not tax or regulate trade. All actions of the Congress required a unanimous vote. This meant any state could effectively block any Congressional action.

4 2.Executive The is the person responsible to conduct the business of the government and see that laws are carried out. The governors served as state executives. The federal executive under the Articles of Confederation was very weak.

5 3.Daniel Shays He was upset about foreclosures and taxes on Massachusetts farms. He led an uprising of farmers in Massachusetts. Many of his supporters had served in the Revolutionary War.

6 3.Daniel Shays His followers attacked the state armory in Springfield, Massachusetts. His uprising was one of many revolts against state governments occurring throughout America at the time.

7 3.Daniel Shays Most of Shays’ compatriots were poor farmers angered by crushing debt and taxes.

8 3.Daniel Shays Failure to pay such debts often resulted in imprisonment or the claiming of property by the government. His uprising led to calls for a stronger federal government. Congress called on the states to send delegates to a convention to revise the Articles of Confederation.

9 4.Limited government This is the idea that governmental power does not extend to all areas of people’s lives. This was critical to preventing the rise of a monarch.

11 5.Land Ordinance of 1785 Congress created a system of land sales and settlement. They developed the system of townships 6 x 6 miles. One section = 1 sq. mile. Land was sold for at least $1 per acre. One section per township was set aside for schools.

12 6.Northwest Land Ordinance of 1787 This was devised for lands north and west of the Ohio River. It extended rights to the settlers there, prohibited slavery, created a government for the territories.

13 6.Northwest Land Ordinance of 1787 When a territory population hit 5,000 they could create a legislature. At 60,000 they could apply for statehood.

14 7.James Madison He was an early organizer of governmental ideas. He challenged the idea of a weak federal government. He became ‘ father of the Constitution’.

15 7.James Madison He had been a student of law and government at Princeton and was heavily influenced by the traditions of Scottish law.
