3 1) Introduction to NHA What it is – Analysis of income and expenditure data collected from various groups within the health sector – The analysis aims to: Estimate total income and expenditure within the health sector. Capture the flow of funds from Sources to Users. – Basically, to ascertain who pays, how much, to whom and for what within the health system in Sierra Leone

4 1) Introduction to NHA Output – 4 Matrices 1 - Health expenditure by financing source and type of financing agent. (FS x FA ) 2 - Health expenditure by type of financing agent type of provider. (FA x P ) 3 - Health expenditure by type of provider and type of function. (P x F ) 4 - Health expenditure by financing agent and type of function. (FA x F)

5 1) Introduction to NHA 3 Main Uses – To assess the impact of health reforms – To provide a set of internationally comparable health accounts derived using standard methodology (we loosely follow A System of Health Accounts, which is jointly published by the the OECD, Eurostat and WHO) – To present a coherent financing data base to policy makers in the private and public health sector

6 2) Data Collection Data collected from a variety of sources, main one being DPPI distributed surveys. This has lead to a number of problems, specifically with regards to NGOs: – Our NGO survey is not user friendly – Many NGOs have not completed or returned the survey – It is not clear that we have an accurate list of the NGOs currently working in the Health Sector at the ministry.

7 3) The future Next NHAs – We are currently completing the NHA for 2007- 2010. – Next year we hope to complete it for 2011 and 2012. – Following that we hope it will be a yearly process, accounting for the previous year.

8 3) The future Specifically, how can we improve data collection from NGOs? – We need your input in designing a more user friendly NGO survey. – Something should be done with regards our list of NGOs in the sector. – What else can we do to improve NHA data collection from NGOs?
