12 Purpose of Research To set up a model of biogas application in transportation in APEC Region, and serve as a model of waste disposal and pollution abatement. Resource condition, technology foundation and other relevant factors will be studied in Zhejiang Province, China as a demonstration study.

13 2. Objectives

14 Objectives (1)This is a survey of biogas resources and technology development in Zhejiang Province. (2) Through investigation and assessment of the contemporary biogas supplier markets and consumer markets, the research try to identity the sine qua non to demonstrate and popularize biogas utilization. The research is to seek the reasonable layout of biogas equipment, formulate and decompose implementation plans, well design matching policies and mechanism, and objectively evaluate environmental effects and social effects. (3) The research aims to set up a model of auto-use biogas production, popularization and utilization suitable not only to Zhejiang Province but also to the Asian-Pacific region, and further disseminate and share the development knowledge.

15 3. Alignment – APEC

16 Alignment – APEC This project will achieve APEC’s key priority of Sustainable Growth: The project aims to set up a model of auto-use biogas production, popularization and utilization, which helps to reduces waste pollution, lowers greenhouse gases as well as produces renewable energy and alternative energy sources. With biogas marketed and widely promoted, the air pollution will be controlled, and the ecological environment will be improved. Above all, the capability of sustainable development will be steadily enhanced.

17 Alignment – Forum: The EWG’s mission is to build the capacity of APEC members to strengthen domestic and regional energy security while lowering the carbon intensity of energy supply and use across the region. EWG aims to (1) double the share of renewable in the APEC primary energy mix by 2030; (2) increase the number and type of renewable energy projects; (3) Increase economic growth by reducing inefficient fossil fuel subsidies; (4) spread low carbon or low energy cities and communities. As a renewable energy, biogas directly optimizes region’s energy structure, with reducing inefficient fossil fuel consumption. After the project completes, it hopes that auto-use biogas technology can widely being applied in Asian-Pacific Region, and lower carbon in cities and communities.

18 4. Methodology

19 Methodology Work plan: Nov. 2014 – Sept. 2015: Gather materials and conduct survey, e.g., utilization situation of biogas inland and abroad, the resource condition and distribution status of biogas in Zhejiang Province, etc. And complete preliminary draft. Oct. 2015 - Nov. 2015: Convene an international seminar, and publish ISR report online.

20 Methodology Beneficiaries : Participants are mainly including research institutions, enterprises and government administrations. The international seminar plan to inviting the college professors, manufacturing enterprise administrators, gas station operators, energy administration officer, research and analysis personnel of securities industry from APEC member states.

21 Methodology Evaluation: Project addressing indicators are addressing as following: (1) Biogas production in the region per year. (2) The number of cars which use the biogas. (3) The amount of disposed biomass per year.

22 Methodology Linkages: Other APEC and non-APEC stakeholders haven't conducted similar studies yet. We plan to communicate the results or benefits of this project through: Writing the research report both in Chinese and English; Publishing ISR report and other news on www.zdpri.cn; Convening domestic seminar and international seminar, and publishing conference proceedings.
