3 Current Status 3 Colleges use various systems for data collection: o Coltech (27 TVET Colleges) o ITS/AdaptIT (21 TVET Colleges) o Thusanang (2 TVET Colleges) Weekly enrolments through Excel templates. Data from Excel templates integrated at the Department. Manual and labour intensive process. Process susceptible to errors. All colleges have connectivity. Not all college campuses have (adequate) connectivity.

4 Current Status…continued 4 College calendar issued in the year preceding academic year: o Opening and closing of colleges (administration) o Lecture commencement dates for NC(V) and Report 191 Programmes. o Examination dates. o Holidays. Schedule for the submission of weekly enrolments provided to colleges in the year preceding the academic year..

5 Current Status …continued 5 DHET uses student enrolment data received from colleges for: o Funding (subsidies, bursaries, infrastructure etc.) o Reporting to the Auditor-General (audit purposes). o Reporting to Parliament. o Planning purposes and target setting. o Publication of Post School Education & Training Statistics. Weekly enrolments through Excel templates.

9 Challenges 9 Inaccurate/unreliable/inconsistent data. o Strategic Plans, APP & Operational Plans (& ASSET) having different data for the same reporting period. o Huge variations in weekly enrolment data and annual survey data. Delays in receiving data from colleges (despite schedules issued). Altered DHET templates. Some colleges report on “lost” data.

10 Challenges … continued 10 DHET reports to Parliament on APP targets. All 2014 Annual Performance Targets not met o Headcount enrolments – target was 800,000 o Certification rates at exit levels (NCV & Report 191). o NC(V) Maths & Maths Literacy pass rates. o Certification rates for bursary recipients.

11 Plans to resolve challenges 11 Role of TVETMIS Officers/Managers & Campus Managers?: o Analysis of data? Trends etc. o Is your college meeting the targets? In the relevant (demand) areas? o Data credibility? o Data security? o Data validation? Verification of student enrolment data. From January 2016, implementation of unit record system? Parallel “old” weekly enrolment process for a limited period??

12 Plans to resolve challenges 12 Government Gazette No. 38458 already published (end of 2014). Government Gazette: “Standard for the specification for load files for the Technical and Vocational Education and Training Management Information System (TVETMIS)”. Standardised information standards for collation of data. TVET Colleges’ external auditors to audit student enrolment data??? Consider systems “User Groups/Forums” – best practice sharing and support.
