1 Stemming the epidemics in prisons A shared responsibility Alice Quedraogo Director Programme on HIV and AIDS in the World of Work International Labour Organization

2 Current Prison Situation Up to 10 times higher HIV and TB prevalence in prison than in the general population The risks of HIV and TB to prisoners and prison employees would also affect their families and communities At present there are very few comprehensive occupational safety and health measures in prisons Failure to address the needs of prison staff and prisoners reduces our chance to reach the goal of zero new infections

3 Shared Responsibilities Prison authorities have a major responsibility for controlling the HIV and TB epidemics in prison However, to enable proactive HIV and TB prevention in prisons, authorities must make prison staff safe and protected competent and knowleagebale in dealing with HIV and TB Knowledgeable and competent prison staff would contribute to reducing stigma and discriminations in prison The rights-based International Labour Standard- Recommendation 200 provides a framework to facilitate achieving health and safety in the prisons

4 Recommendation 200 Recommendation 200 applies to all workplaces including prisons and for all prison employees, for example  On employment  Absence of HIV status is not a pre-condition for employment  Protect the confidentiality of HIV status  Provide reasonable accommodation  Working environment should establish  Workplace policy and programme on HIV and TB  Mechanism for reporting occupational exposures and injuries  Provide occupational safety and health including  Provision of a safe working environment  Good lighting, natural ventilation, adequate protective gear (gloves, masks, etc.)

5 Provision of Equivalent Services Equivalence: the standard and quality of HIV and TB services in prisons should be same as those provided to the general population The services should include  prevention, diagnosis, treatment and care for TB and HIV including VCT  Vaccination and treatment of viral Hepatitis Training and peer education for prison staff on TB and HIV should be gender- responsive, non-stigmatizing, and non-discriminatory
