Municipal responsibilities -Municipalities as a means of information -There is a political obligation for representatives to participate -There is a legal obligation for the administration: - General competences in environment, public health, civil protection and territorial planning - Specific competences in urbanism and building license as well as in environmental issues - Participation in some other proceedings: nuclear facilities authorization and environmental impact assessment - Direct responsibility and participation in the Emergency Planning

Participation -Public participation in DMP as a proceeding for a solution and also as a guarantee for long term governance -The Aarhus agreement and other experiences within the EU and western countries: Wellenberg, Stola-Mona, La Hague, Erajoki, etc. -Participation implies: - Constant exchange of information - Information credibility - Stakeholders involvement - Coherence of the debate - Efficiency in the relations among Administrations - Social-scientific dialogue - Final consensus for decisions

17. AMAC’S PROPOSAL OBJECTIVES: 1.- ACCEPTANCE OF POLITICAL RESPONSIBILITIES 2.- TO SPREAD CONFIDENCE 3. - TO CREATE STRUCTURES FOR THE DEBATE 4. - TO MAKE TRANSPARENCY AND PARTICIPATION POSSIBLE 5. - TO DEFINE A FUTURE FOR RADIOCTIVE WASTE

18. Local Commissions of Information MUNICIPAL INICITIVE FUNCTION: - To know the incidences of the nuclear power plant both planned and no planned (energy production, waste management, etc) OBLIGATIONS: - Transmit the information to the population of the municipalities - Take care of the requests of information of the citizens obtaining the necessary data from the operating company and the responsible institutions of the activity of the NPP. - Organize events for the consequence of its aims like meetings, conferences, seminaries, etc..

19. IMPROVING PARTICIPATION. RISING THE KNOWLEGE MAYORS: - Facilitate the access to the information in nuclear matter to the mayors and councilors that belong to AMAC to improve their knowledge in nuclear items CITIZENS: - Surveys show that there is not enough knowledge in what is the nuclear energy and the institutions that regulate it in the population that lives in a 10 kilometers maximum radius of the seven existing NPP in the Spanish territory  So AMAC organize with the support of CSN and ENRESA: - Seminaries in the different Spanish nuclear zones for the population living in that areas. - Visits to the Information Center of the Spanish nuclear institutions.

20. Spanish COWAM programme Based on the results of COWAM I, the project will make specific to our country and our culture the base of experience in this field in the matter of radioactive waste management. AIMS: - Elaboration of a methodology for the decision making process connected with the definition, location and search of locations for the radioactive waste - Creation and relation of a network of actors - Constitution of a several work groups integrated by representatives of the local world and other involved administrations, scientific and expert of Universities

21. STRATEGY FOR THE FUTURE - PRESSURE BEFORE THE GOVERNMENT AND THE PARLIAMENTARY GROUPS: POLITICAL DECISION - COLLABORATION WITH THE CSN AND THE ADMINISTRATION FOR THE CREATION OF THE LOCAL COMMISSIONS - SELFINVOLVEMENT IN THE RADWASTE NATIONAL DEBATE ACCEPTING THEIR ROL AND POLITICAL RESPONSABILITIES - PARTICIPATION IN BOTH EUROPEAN AND SPANISH COWAM WITH THE PURPOSE OF DEFINING A SPANISH METHODOLOGY WORKING WITH OTHER ACTORS
