3 Answer One Cabinet is a group of advisors that serve the President. Washington began this tradition of having these advisors who head up the various departments of the executive Branch.

5 Answer Two Judiciary Act of 1789 set up the Supreme Court and the lower federal courts. This law was needed as the Constitution did not call for any specific way to create a federal court system.
