EA performed comprehensive munitions investigatory services and developed the Remedial Action Design, which specified MEC disposal, scrap removal, and soil excavation. EA is a member of the National Association of Ordnance and Explosive Waste Contractors. Through our participation and attendance at forums and workshops focused on the emerging field of MEC management, EA professionals keep abreast of the direction and latest developments in range sustainment. 2 Assessment Adhering to DoD and EPA guidelines, EA determines the potential for human health and environmental impact as a result of prior range use and current site conditions. Having assessed all types of ranges, EA personnel thoroughly understand DoD’s systematic approach to developing work plans, performing Historical Record Reviews, conducting personnel interviews, and executing field inspections. We are highly skilled at interpreting aerial imagery, integrating geophysical data, and combining GIS with high- powered data management technology to clearly and accurately report and document our findings. The results of EA’s assessments provide DoD decision-makers with the framework necessary to prioritize the need for and extent of additional investigations and remediation. UXO Avoidance and MEC Remediation EA’s EOD-trained professionals develop response actions and oversee their implementation to make munitions response sites safe and clean for anticipated future use. Such response actions may include time-critical removal actions (TCRA) or implementation of institutional controls in coordination with the active response alternatives of removal, demilitarization, recycling, and/or disposal, as well as the remediation of soil and groundwater. Munitions Response Services Investigation In conducting range investigations, EA works with DoD to adapt CERCLA and RCRA processes to accommodate the relatively new area of MEC delineation. Using DoD and industry- recommended sampling procedures and analytical/testing methodologies, EA defines the nature and extent of munitions constituents and assesses the potential human health and ecological risks. EA’s investigation experience includes identifying and quantifying MEC that remains on the site. For USACE-Huntsville and Baltimore MMRP and FUDS programs, EA is conducting Site Inspections at 46 Northeastern U.S. sites. Under a PBC with USACE-Sacramento, EA is completing a Site Inventory including Preliminary Assessments and Munitions Response Prioritization Protocol (MRSPP) Scores at more than 200 former state Army National Guard ranges west of the Mississippi River. Military Munitions Response Program (MMRP) Sustainable Range Program (SRP) Operational Range Assessment Program (ORAP) Non-DoD Owned, Non-Operational Defense Sites (NDNODS) Installation Restoration Program (IRP) Formerly Used Defense Sites (FUDS) Base Realignment and Closure (BRAC) Fixed-Price and Performance-Based Contracts (PBC) EA’s Program Experience To evaluate the potential for off-range migration of munitions constituents, EA is conducting qualitative range assessments at 196 Active Army, Army Reserve, and Army National Guard facilities located in the Northeast, West, and Pacific IMCOM regions. To address public and regulatory concerns regarding environmental compliance and stewardship, EA works closely with DoD Program Managers and installation personnel to coordinate activities with federal and state regulators and support public outreach programs. Commendable Safety Record For the past 10 years, EA has maintained an EMR of less than 1. As demonstrated by our commendable safety record, EA adheres to protocols and procedures mandated by the DoD Explosives Safety Board and OSHA requirements. Our Senior MEC Specialists are EOD- trained and our corporate OE/UXO Activities Plan is DoD-approved.
