2 Why HCFCs need to be phased out HCFC emission- destroy the ozone layer. In 1989, Sri Lanka ratified the Montreal Protocol on Substances that Deplete the Ozone. By ratifying the Protocol and its amendments, Sri Lanka committed to a collaborative, international effort to regulate and phase out ozone-depleting substances 17 September 20152

4 Strategy in Achieving Phase out target Sri Lanka need to 1. Limit the supply of HCFCs 2. Reduce the demand of HCFCs for manufacturing and servicing equipment 3. Limit new demand for HCFC 4. Reduce the emission of HCFC 17 September 20154

Limit the supply of HCFC Restrict of import:  HCFC 22 :- 2013 -2025  Ban on import HCFC 22 – 2030  Ban on import of HCFC -141b and pre- blended polyols with HCFC 141b from all applications From 1 st Jan. 2015*  Ban on import of HCFC blends (R 404 A, R 409 A) From 1 st Jan 2015* * under discussion 17 September 20155

6 Limit the supply of HCFC Continue..  In order to restrict import of refrigerant, introduce a‘quota’ system – This is already in force for ODS. New regulations have been drafted for HCFC and cabinet approval is pending for gazzetting 1. For HCFC 22- from 1 st Jan 2013 until final target achieved 2. For HCFC 141 b – maximum 5 years from 01.01.2013 17 September 20156

Reduce the demand of HCFCs for manufacturing and servicing equipment HCFC 22 use in assembly, services and installation – gradual phase out HCFC 141 b use in foam blowing - – gradual phase out but within a short period HCFC 141 b use for solvent application –stop as quickly as possible since many alternatives are available Montreal Protocol identified awareness and technical supports are needed to achieve this objective 17 September 20157

8 3. Limit new demand Sri Lanka is planning to 1. Restrict import of HCFC based new equipment > Central Acs – 01 st Jan. 2013 > Room Acs, industrial Ref services – 01 st Jan 2015 2. adopt policy for restricting manufacturing of HCFC equipment (Room Acs), foams using HCFCs 3. adopt policy for converting used HCFC equipment imported,before selling at market 4. Quickly promote adoption of new alternative technologies 17 September 20158

10 4. Reduce the emissions of HCFC Sri Lanka is planning to introduce new legislations to curtail intentional venting of HCFCs to the atmosphere. Mandatory leakage checking- depending equipment capacity. Give more powers to local environmental protection authorities. 17 September 201510

11 Policy enforcement mechanisms For strengthening the policy implementation and trade control, Sri Lanka need to.. train more Custom Officers be vigilance on entry of HCFCs, HCFC blends and HCFC-based equipment to the country provide information and technically advanced tools to Customs for shipment inspection 17 September 201511

12 Policy enforcement mechanisms; Continue…. provide guidance and powers to Local Government Authority to act as an active partner in the servicing technician certification scheme effectively maintain ODS database system and link with The Sri Lanka Customs. Establish a solid coordination among BOI, SLPA, SL Customs, Import & Export Controller’s department, HPMP stakeholders, Associations etc 17 September 201512

13 Policy enforcement mechanisms Continue… RAC servicing technicians should be equipped with tools and skills for efficient handling of refrigerants, especially HC and HC based ACs promote Recovery, Recycle, Reclaim (3R) Train them in collaboration with government and individual technical college/ vocational institute motivate them to be allies in promoting HCFC-free technologies mandatory registration of technicians train them to prevent leaks through good maintenance practices.; 17 September 201513

14 Policy enforcement mechanisms; Continue… educate technicians for record keeping registration and certification of HCFC users, Registration and certification of HC based equipment importers/distributers. Training and certification of Technicians on HC use sales of HCFCs between importer and registered servicing workshop/certified technicians Strengthening of the Environment Friendly Refrigeration Associations in order to monitor technical developments concerning the certification of servicing technicians and elaboration of national standards. 17 September 201514

15 . NOU is intended to implement HCFC phase out Management Plan (HPMP) successfully with the support of Multilateral Fund of the Montreal Protocol, Government of Sri Lanka, Private institutions, all stakeholders and citizen of Sri Lanka, UNDP and UNEP 17 September 201515
