12 Lessons Learned Advance deployment and pre-positioning of assets (including militarys resources and discipline) Essential use of Civil Defense Assets i.e. Military (foreign ) in times of national disaster – dialogue Early action - - - pre-emptive evacuation and establishment of safe & resilient evacuation centers Use of indigenous materials (e.g. waterbeds, ice chest, surfing board, etc) to transport victims Development of disaster risk reduction-sensitive contingency plans Capacity-building for extreme weather events

13 Humanitarian Challenges ASEAN, UN and other partners – not competing but complementing… Harmonize AADMER with global humanitarian architecture. Multi-lateral response – preparedness at all levels; Sharing resources and information - coordination! Establishing leadership for better delivery of humanitarian assistance through clusters Sustaining Multi-stakeholder Partnerships (ex: RP Reconstruction Strategy and AADMER Work Programme) Increase investment on tools for accurate and timely warning systems to include vulnerability mapping
