1 Recent and on-going Eionet & EEA activities Anke Lükewille Air Pollution, Transport and Noise Group (EEA) 16 th Joint TFEIP/EIONET meeting, Milano, 11-12 May 2014

2 Objective To support and inform policy development and implementation in the areas of air pollution, transport and environment and noise by means of data, information/indicators and assessments. Specifically: – to collect, process, quality assure, store and disseminate historical and where possible up-to-date (i.e. near real time) data underpinning these policies; – to support countries with the reporting of data towards the European Commission, the UNECE Convention on Long-Range Transboundary Air Pollution (CLRTAP) and the EEA; – to adapt and further develop EEA information systems (e.g. Reportnet, databases, viewers) to accommodate anticipated changes in country reporting; – to make use of Copernicus atmosphere services to support the EEA data and information products on air quality, including near real time data; – to support countries and the European Commission with relevant analyses and compilations of the reported information and with direct policy support; – to track progress towards, and provide outlooks for, the achievement of targets as defined in relevant EU and international legislation, including the long-term objectives of minimising impact from air pollution and the decarbonisation of the transport sector; – to produce integrated and targeted assessments of air pollution, noise and transport and environment, the impacts on human health, climate change and the environment and the effectiveness and co-benefits of policies and measures in these areas as well as in related environmental areas; – to increase knowledge and understanding of air pollution and climate change inter-linkages, pursuing an integrated approach to promote efficiencies and improved implementation. 9 EIONET priority data flows  Eionet priority data flow criteria are agreed, stable, well-defined objectives that provide a focus for countries reporting across thematic areas.  Dataflows typically are relied upon by EEA for indicators, assessment reports etc,  Two air pollutant emissions dataflows:  AE1 LRTAP data  AE2 NEC Directive data

13 Terms of reference – EPDF WG outputs Deliver a joint EEA/Eionet proposal to the EEA Management Board (Nov 2015), including: Revised definition and selection criteria guidance for priority data flows; Proposed list for an updated set of priority data flows according to the developed criteria; Proposal for revised evaluation criteria for monitoring reporting of data flows; Proposals for longer term development of the priority data flow report to potentially cover a broader range of data flows (not just priorities).

14 17 February 2015 – first meeting of EPDF WG Examples of key discussion items: In the shift over 20 years from many voluntary data flows to most being covered under (EU) legislation, what does it mean for a data flow to be an Eionet ‘priority’ data flow? What do we mean by ‘data’? Just talking about numerical data or also the delivery of descriptive data? (e.g. CC adaptation reports) Thinking about why we still score reporting performance – does the original rationale for scoring still exist? How might we strengthen the ‘data quality’ component, i.e. assessing whether reported data is fit for purpose etc...
