Federal authority pre-empts state/local agencies from standard setting Even with more stringent standards, millions of in-use engines will continue to emit large amounts of pollution Voluntary measures and incentives can yield important emissions reductions from in-use vehicles

3 www.dieselmidatlantic.org How can a collaborative help? Support and bring attention to the many highly successful existing efforts Create a forum for information sharing along major transportation corridors Leverage significant new resources Develop and implement projects

Partnership between leaders from federal, state, and local government, the private sector, and environmental groups –District of Columbia –Delaware –Maryland –New Jersey –North Carolina –PennsylvanIa –Virginia –West Virginia Winners in Pennsylvania’s Clean School Bus Art Contest

5 www.dieselmidatlantic.org Mission and Purpose Mission of the Mid-Atlantic Diesel Collaborative: –Reduce diesel emissions to protect public health throughout the Mid-Atlantic Region.

6 www.dieselmidatlantic.org Mission and Purpose Purpose –Leverage resources and expertise to reduce diesel emissions to improve public health –Promote collaboration and coordination among projects within the Region. –Raise awareness of activities underway and the need for additional diesel emission reduction projects in the Region.

EPA Funding: –2004 $5 M CSBUSA grants and $1.6 M for NCDC grants Funded 40 projects –22 School Bus fleets –6 Refuse Haulers/Collectors –3 Marine Ports –2 Construction Projects –Others including Buses, Fire Trucks, Agriculture, Utility, & Locomotive –2005 National Clean Diesel Campaign Grants $7.5 M for CSBUSA projects $950 K for nonroad equipment (ports & construction) –2005 SmartWay Transport Partnership $5 M for idle reduction projects

8 www.dieselmidatlantic.org Partnership, Identity and Outreach The Mid-Atlantic Diesel Collaborative has –Formed working partnership between MARAMA and EPA Region III –Established bi-monthly coordination calls for Collaborative development –Developed mission, purpose, organizational structure Low sulfur diesel comes on line

9 www.dieselmidatlantic.org Partnership, Identity and Outreach Developed name, logo and tagline Developed and launched website –www.dieselmidatlantic.org Developed “about” brochure

10 www.dieselmidatlantic.org Partnership, Identity and Outreach Submitted regional diesel grant application “Mid-Atlantic Regional Anti-Idling Initiative” –Build regional capacity to reach small trucker owner/operators –Worked with five states and DC to write the grant –Spearheaded by the Small Business Assistance Programs Auxiliary power units (APUs) are, truck-mounted systems that can provide climate control and power for trucks without idling.

11 www.dieselmidatlantic.org Future Activities Enhance and use website –Raise awareness of the need for diesel emissions reductions projects –Recognize voluntary projects and strategies in the Mid-Atlantic Region –Share information about funding opportunities –Invite participation in the Collaborative

12 www.dieselmidatlantic.org Future Activities cont. Provide opportunities for diverse stakeholders to share information on clean diesel technologies Organize regional projects to achieve measurable emissions reductions and create momentum for further reductions –Work with partners to seek funding
