BCCS Update Enoch Davies Staff Engineer W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Update WECC Staff has been working closely with Siemens development team – Dealing with previously identified issues – Finding and addressing newly discovered issues – Identifying successful path to WECC using tool for base case production – Updating documentation about process and tool 2 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Progress To-Date Received 15hs4 PSS/E and PSLF cases solved by the BCCS – March 27, 2015 – A number of data issues were identified in the cases Primarily status of elements and equipment id changes Received 15hs4 cases in PSLF and PSS/E formats– April 13, 2015 – Previous issues addressed – Identified generator capabilities (qmin and qmax) need to be applied to PSS/E version of the case 3 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Test Plan Development High Level Tests of Software – Building Projects – Developing appropriate profiles – Getting data into MOD software – Approval Process – Dealing with COI/PDCI flow changes – Building 1, 5, and 10 year cases – Case comparison between original and MOD generated case 5 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Siemens Testing Progress 6 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Identified Issues 7 W ESTERN E LECTRICITY C OORDINATING C OUNCIL Testing of the software is underway – Issues have been identified and are being worked through and corrected Branch zones being different than the bus zones on each end Owner participation factors changing Handling the loss assignments Dummy bus mapping Impedance rounding DC lines

How Can TSS Help Help identify how data will be submitted through the BCCS – Criteria Available: Area, Zone, Owner Understanding how criteria will be applied for data submittal – SRWG has helped to develop a spreadsheet intended to identify how individual users will provide data Needs to be complete and robust for full case coverage 8 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Zones Not Understood Well Issue identified through testing – Arizona used as test case for zone criteria – Incomplete data submittals Could not get complete case out with information SRWG provided – Followed up and believe we now have complete coverage of the Arizona Zones – Data submission will need to be well understood for successful implementation of the BCCS tool 9 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

June Training/Testing June 8-12, 2015 – WebEx sessions each morning showing the days activities – Rest of the day for performing task described – NEED FULL PARTICIPATION FROM ALL DATA PROVIDERS – If your entity can’t attend, work with WECC Staff to get data submitted Building a complete base case (16lw1a) using only the BCCS – Training of data providers – build confidence in tool – robust test of the tool 10 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Other Information Next Step: Testing will continue through June to address any issues that are identified in the June training/testing Useable version of the software available – Parallel base case building for some amount of time One or more cases? BCCS is available online with latest version WECC has received (Update version available prior to June training/testing) For a BCCS login, contact me enoch@wecc.biz or support@wecc.bizenoch@wecc.biz support@wecc.biz – Will add BCCS link to main WECC website with new version 11 W ESTERN E LECTRICITY C OORDINATING C OUNCIL
