2  Requires SSA to make available to States an electronic data exchange matching name, SSN, DOB & citizenship data  Exchange available 01/01/10  Known as “CHIP” (Children’s Health Insurance Program) 2

3  State & SSA sign Computer Matching and Privacy Protection Act (CMPPA) & Information Exchange (IEA) Agreements  Use existing SSA-State telecommunications network— File Transfer Management System (FTMS)  Use an existing SSA-State data exchange—State Verification & Exchange System (SVES)  A batch exchange 3

4  New MEDICAID & CHIP applications beginning 01/01/10  Match on ID elements (Name, SSN, DOB) and provide useful information for non-matches  Provide death data, where available  For matched record, provide citizenship related data— substantiation, not proof  Expedite State eligibility determinations, and minimize costs and inconvenience to applicants & states 4

5  28 States submitted CHIP queries  Total of 7,714,544 queries submitted  Substantiated citizenship for 90% of queries 5

6  Existing data bases, not just new applications submitted for matching  Incorrect requests (for Non-Approved SSA records & on wrong SSNs) reduces match rate  Volume limitation on requests  Connections with agencies not in approved network 6
