Requires SSA to make available to States an electronic data exchange matching name, SSN, DOB & citizenship data Exchange available 01/01/10 Known as “CHIP” (Children’s Health Insurance Program) 2

State & SSA sign Computer Matching and Privacy Protection Act (CMPPA) & Information Exchange (IEA) Agreements Use existing SSA-State telecommunications network— File Transfer Management System (FTMS) Use an existing SSA-State data exchange—State Verification & Exchange System (SVES) A batch exchange 3

New MEDICAID & CHIP applications beginning 01/01/10 Match on ID elements (Name, SSN, DOB) and provide useful information for non-matches Provide death data, where available For matched record, provide citizenship related data— substantiation, not proof Expedite State eligibility determinations, and minimize costs and inconvenience to applicants & states 4

28 States submitted CHIP queries Total of 7,714,544 queries submitted Substantiated citizenship for 90% of queries 5

Existing data bases, not just new applications submitted for matching Incorrect requests (for Non-Approved SSA records & on wrong SSNs) reduces match rate Volume limitation on requests Connections with agencies not in approved network 6
