For specific usage details, refer to the “Typesetting Standard”. 3 Energy Saving Management Requirements on NE/X2 interface RequirementsExisting 3GPP Standards Status The network element shall provide an energy saving mode with minimum power consumption allowing a restart of the network element in less than 5 min triggered via the O&M or X2 interface. Energy saving mode is defined in TR 32.826 section 5.1. Restarting the NE via X2 interface is supported by TS 36.423 section 8.3.X Cell Activation messages. Restarting the NE via O&M interface is supported by TR 32.826 section 7.5 “REQ_ESM_CON-009 The IRPAgent shall support a capability allowing the IRPManager to initiate energy saving deactivation procedure to one or multiple network elements.” Note: X2 is not under SA5 responsibility In case of loss of connection of the X2 or O&M interface is detected, the node shall restart without any further trigger. NE implementation related, Not applicable to standard interface.

If additional capacity is needed, neighbor sites in energy saving mode shall be restarted via X2 interface immediately (less than 5 min) Neighbor sites notification is supported by TS 36.423 section 8.3.5 eNB Configuration Update function. Restarting neighbor sites in energy saving mode is supported by TS 36.423 section 8.3.X Cell Activation function. Note: X2 is not under SA5 responsibility Energy saving features shall be considered in other SON use cases (load balancing, cell/service outage detection & compensation, mitigation of unit outage. The following requirement has been included in SA5 Rel-10 ESM WI scope: coordination with other functionalities like load balancing and optimization functions is also required. Note: X2 is not under SA5 responsibility Site in energy saving mode shall be considered in automatic HO adjustment (via X2) Energy Saving related cause “Switch Off Ongoing” has been defined in 36.423 section 9.2.6 which could be used in HO adjustment. For specific usage details, refer to the “Typesetting Standard”. 5 Energy Savings Management Requirements on NE/X2 interface RequirementsExisting 3GPP Standards Status Non-availability of sites due to energy saving mode (node itself and associated NEs) should not be alarmed by the NE This requirement is in TR 32.826 section 7.5 “When a NE is "switched off" due to Energy savings purposes the IRPAgent shall not consider a "switched off" NE as a fault, and no alarms shall be raised to the IRPManager for any condition that is a consequence of a "switched off" NE.”. The energy saving functionality shall be adequately expendable to 2G/3GTechnologies. The current Energy Saving use cases are generally discussed on per RAT technology basis.

A GUI shall be available to de-/activate a static/dynamic energy saving mode of single or groups of nodes including definition of time frames when the feature shall be active. Supported by TR 32.826 Section 7.5 Requirement: REQ_ESM_CON_002 The IRPManager shall be able to configure energy saving function related parameters. REQ_ESM_CON_008 The IRPAgent shall support a capability allowing the IRPManager to initiate energy saving activation procedure to one or multiple network elements. REQ_ESM_CON_009 The IRPAgent shall support a capability allowing the IRPManager to initiate energy saving deactivation procedure to one or multiple network elements. The system supports automatic detection of low-load periods as basis for operator or automatic decisions on definition of time frames when the feature shall be active. Supported. Load related PMs are already defined.

Ongoing under the Rel-10 ESM WI. It could be something else than bulkCM and / or CLI. It shall be possible to configure thresholds and rules of conditions to “switch-on/off” a site automatically. Supported by TR 32.826 section 7.5 Requirement REQ_ESM_CON_007 The IRPManager shall be able to provide policies to network elements to support the execution of energy saving algorithms on these elements. The element management system shall have the actual status of the network element at all time. Supported by TR 32.826 section 7.5 REQ_ESM_CON_16 The IRPAgent shall support a capability to notify the IRPManager when a cell goes into or out of energy saving mode (switched off/, switched on, switched to dormant etc).

For specific usage details, refer to the “Typesetting Standard”. 8 Energy Savings Management OSS/EMS Requirements RequirementsExisting 3GPP Standards Status The de-/activation of other SON features associated with automatic “switch-off” shall be configurable (automatic HO-adjustment of neighbor sites, load balancing, cell/service outage detection& compensation, mitigation of unit outage). The requirement has been included in SA5 Rel-10 ESM WI scope: coordination with other functionalities like load balancing and optimization functions is also required. Solution will be provided in Rel-10. A failed re-start of network element shall be alarmed. Supported by TR 32.826 section 7.5 REQ_ESM_CON_17 The IRPAgent shall notify the IRPManager when a cell fails to re-start as a result of a switch-on due to energy saving. Solution will be provided in Rel-10.

For specific usage details, refer to the “Typesetting Standard”. 9 Energy Savings Management OSS/EMS Requirements RequirementsExisting 3GPP Standards Status Non-availability alarms of sites due to energy saving mode shall be suppressed. This applies not only for alarms of the NE in energy saving mode itself but also alarms of connected UEs shall be avoided. (e.g. neighbor-nodes, switches, etc, preferable at NE level). Supported by TR 32.826 section 7.5 REQ_ESM_CON_010 When a NE is "switched off" due to Energy savings purposes the IRPAgent shall not consider a "switched off" NE as a fault, and no alarms shall be raised to the IRPManager for any condition that is a consequence of a "switched off" NE. Solution will be provided in Rel-10. It shall be possible to identify the designated energy saving mode in performance data (preferable at NE level) in order to consider this in KPI calculations (e.g. cell availability). Ongoing discussions, Solution will be provided in Rel-10.

For specific usage details, refer to the “Typesetting Standard”. 10 Energy Savings Management OSS/EMS Requirements RequirementsExisting 3GPP Standards Status Under the assumption that the “switch-off” of cells is only done if a redundant coverage is given by other cells (of e.g. eventually other collocated RAT) the system supports the import and export of traffic indicators from cells to understand the traffic situation in the cells doing the backup. If the traffic is exceeding a certain operator defined load the system ensures that cells in energy saving mode are activated at once to ensure best customer experience with respect to performance and quality. Supported by TR 32.826 section 7.5 REQ_ESM_CON_008 The IRPAgent shall support a capability allowing the IRPManager to initiate energy saving activation procedure to one or multiple network elements. REQ_ESM_CON_009 The IRPAgent shall support a capability allowing the IRPManager to initiate energy saving deactivation procedure to one or multiple network elements. Also there are related Use Cases defined in TR 32.826 Section 6.3: #UC eNB Overlaid #UC Capacity Limited Network Solution will be provided in Rel-10. The delivery of this traffic indicators shall be in more real-time than PM to ensure a quick reaction on changed traffic situation in the backing cells. Support for PM in real time needs to be discussed in the other requirement. Probably it is more efficient to not transport these traffic indicators via Itf-N, but only define policies base on their values.
