IPv6 prefix allocation policy modification proposal Author: Nicolas Antoniello Presenter: Alvaro Sanchez www.antel.com.uy

The topic LACNIC - Políticas de registración para la asignación y adjudicación de direcciones IPv6 5.1 Adjudicación inicial 5.1.1 Criterio de adjudicación inicial d) Anunciar en el sistema de rutas inter-dominio de Internet un único bloque, que agregue toda la asignación de direcciones IPv6 recibida, en un plazo no mayor de 12 meses.

ARINs equivalent policy ARIN - Number Resource Policy Manual (NRPM) 6.5. Policies for allocations and assignments 6.5.1. Initial allocation 6.5.1.1. Initial allocation criteria c. Plan to provide IPv6 connectivity to organizations to which it will assign IPv6 address space, by advertising that connectivity through its single aggregated address allocation...

The problem The problem araises when a RIR assign a prefix (/28 for example) to an ISP which has several internet links (let us say 3) with different carriers (3 tier 1 carriers, for example) using BGP publications. According to LACNICs (and most other RIRs) policy, the ISP must advertise the /28 through all the 3 links without the possibility of dissagregation. The problem with this policy is that by doing this, the ISP loses direct control of the traffic, not being able to distribute the traffic over the 3 different links. A /28 prefix may have a lot of incoming traffic associated to it, but dissagregation (subnets) of the prefix is banned by the policy.

Scenario International links are expensive, and so, usually heavily loaded. International links sometimes fail. Some of the consequent problems admit complex and coordination intensive solutions (i.e.: BGP communities). Operators need simple and controllable tools, that admit frequent adjustments, and give quick results. In fact, they dissaggregate!!!

Load balance between links of different providers Operational target ISP Carrier 2 Internet Carrier 1

Load balance between unequal links of a provider Operational target ISP Carrier Internet

Operational target Differential usage of links according to users ISP Carrier Internet Standard client Gold client Gold Standard

Conclusion If aggregation is mandatory, several ISPs: either will be in an irregular situation or wont be encouraged to deploy IPv6

LACNIC - Políticas de registración para la asignación y adjudicación de direcciones IPv6 We propose to eliminate 5.1.1.d requirement: 5.1 Adjudicación inicial 5.1.1 Criterio de adjudicación inicial d) Anunciar en el sistema de rutas inter-dominio de Internet un único bloque, que agregue toda la asignación de direcciones IPv6 recibida, en un plazo no mayor de 12 meses. And promote removal of equivalent policies in other RIRs Proposal

ARINs equivalent policy ARIN - Number Resource Policy Manual (NRPM) Equivalent proposal in case of ARIN: to eliminate the 6.5.1.1.c requirement, 6.5. Policies for allocations and assignments 6.5.1. Initial allocation 6.5.1.1. Initial allocation criteria c. Plan to provide IPv6 connectivity to organizations to which it will assign IPv6 address space, by advertising that connectivity through its single aggregated address allocation... And promote the removal of equivalent policy in other RIRs
