IPA and Research Some fact finding by WBC-INCO.NET Elke Dall, ZSI Steering Platform Meeting 13. June 2008, Ljubljana
What has been done Requests sent in November 2007 to partners (ZSI), identification of sources of information, questionnaire sent in February (TURBO, BMWF), input from partners (Albania, BiH, Croatia, FYR of Macedonia, Montenegro, Serbia), analysis of material, update of information in June (MPIN, ZSI), discussions with DG Enlargement (PT-DLR, TURBO) You know – this IPA-research business stopped making sense ages ago... Its too early for any kind of experience. We have just started with the implementation of IPA Programme.

Focus National IPA: depends on individual approaches to membership Multibeneficiary IPA: –to prepare coordinated proposals –not to propose the same activities as under national IPA and –not to propose activities covered by different community programmes (e.g. FP7)
Expectations from IPA Political criteria – public administration reform for Ministries of Science, National Contact Points, etc. Institution building and capacity building (in science and research) – through technical assistance, trainings, study visits, etc. Focus on structural economic reforms, entrepreneurship, support to business and innovation infrastructures (clusters, incubators, etc.), support to innovative SMEs
Expectations from IPA Support adoption of acquis -> S&T strategy and action plans, reinforce capacities at ministries – e.g. to develop an integrated research policy Assist participation in Community Programmes and Agencies = co-financing the participation in FP7, CIP, etc. (entrance fee) Development and improvement of appropriate statistics (for science and research), establishment of and support to IPR systems
Expectations from IPA Support of Electronic Scientific Network for South East Europe, GEANT, access to electronic libraries Development of a database on researchers, research projects, etc. (research information system) Networking of research centres / CoE to stimulate cross border cooperation Investment in laboratories, funds for specific centres of excellence Infrastructure cannot be funded (however, the practice here proved the opposite)
Missing Coordination Senior Programme Officers (SPOs) for research and their assistants should -Communicate on a regular basis (exchange ideas, good/bad practice) -Prepare joint inputs to documents and proposed actions for multibeneficiary IPA -Exchange experience on success/failure stories as regards national IPA -Define measures for capacity building for SPOs and assistants (e.g. through training, networking, consulting, etc.)
Missing Coordination Unfortunately, even though it seems only logical, Steering Platform meetings could not be used [...] one of the reasons could be that representatives of the benficiary countries at the SP meetings are not the same ones responsible for IPA in their countries.

Discussion with EC Main result of discussion with DG ELARG: Development of a regional strategy and a ministerial conference could be funded through multi- beneficiary IPA
Proposals from WBC-INCO.NET The ministerial conference to be held July 1-4, 2008 in Montenegro (SEE Science, Higher Education and Innovation Policy Forum) might launch a high-level initiative on the regional strategy. Serbia expressed its interest to host a ministerial conference on the regional strategy in 2009. Serbias offer has been welcomed by all WBC delegations. Preparatory meetings with senior officials will prepare this conference and the strategy development. A study will be prepared to give the main input for the conference (strategic recommendations). The ministerial conference shall be used to gain commitment on high level to implement the strategic recommendations.
Proposals from WBC-INCO.NET The study will also develop a roadmap and identify programmes that can be used to finance the activities prioritised in the strategy. After the ministerial conference a dissemination campaign on the strategy and the follow up will be carried out. Based on this agreement, further dialogue with DG Enlargement and the Regional Cooperation Council will be sought.
Proposals from WBC-INCO.NET Use SP to bring additional important players at one table: –invite representatives of local EC delegations who are in charge of IPA implementation, –Invite DG ELARG (and other DGs – in charge of different components of the programme and involved in the interservice consultation) It has been decided to use the regional dialogue meeting in December (in Paris) to bring relevant stakeholders together to exchange experience, draft common papers, etc.
