5 PURPOSE/OBJECTIVE WHY ARE WE HERE?  WE WANT ALL PARENTS TO BE KNOWLEDGEABLE ABOUT TITLE I PROGRAMS AND THE OPPORTUNITIES AVAILABLE TO STUDENTS AND FAMILIES.  WE WANT TO INVITE YOU TO PARTICIPATE IN THE PLANNING, DEVELOPMENT AND IMPLEMENTATION OF EDUCATIONAL PROGRAMS/SERVICES OFFERED TO YOUR CHILD(REN).

6 OVERVIEW OF TITLE I  Title I, Part A is a federally funded program under the Elementary and Secondary Education Act (ESEA) of 1965.  The purpose of Title I under ESEA is to ensure that all children have a fair, equal and significant opportunity to obtain a high-quality education and succeed on challenging state academic achievement standards and state academic assessments.

7 Title I designation status  EFFECTIVE 2012-2013, GEORGIA BEGAN PROVIDING SUPPORT IN TWO CATEGORIES TO INCLUDE PRIORITY SCHOOLS, FOCUS SCHOOLS and ALERT SCHOOLS, TO ADDRESS THE NEED TO RAISE STUDENT ACHIEVEMENT, CLOSE ACHIEVEMENT GAPS, AND PROMOTE CONTINUAL PROGRESS TOWARD FULL PROFICIENCY FOR ALL STUDENTS. THIS YEAR IT WAS REDUCED TO JUST TWO CATEGORIES, PRIORITY and FOCUS.

8 Title I designation status PRIORITY  PRIORITY SCHOOLS ARE THE LOWEST ACHIEVING SCHOOLS IN THE STATE BASED ON THE PERFORMANCE OF ALL STUDENTS.  NO SCHOOLS IN BARROW COUNTY ARE DESIGNATED AS PRIORITY SCHOOLS!

9 Title I designation status FOCUS  FOCUS SCHOOLS ARE THOSE IN WHICH THE LARGEST GAP IN ACHIEVEMENT EXIST BETWEEN THE LOWEST PERFORMING 25% OF STUDENTS AND THE STATE AVERAGE.  THE BARROW COUNTY SCHOOL SYSTEM HAS ONE SCHOOL DESIGNATED AS A FOCUS SCHOOL.

10 Title I designation status Reward  REWARD SCHOOLS ARE THOSE SCHOOLS WITH THE HIGHEST ACADEMIC ACHIEVEMENT OR WHO HAVE MADE THE HIGHEST PROGRESS IN THEIR ACADEMIC ACHIEVEMENT.  THE BARROW COUNTY SCHOOL SYSTEM HAS TWO SCHOOLS DESIGNATED AS REWARD SCHOOLS.

11 Title I designation status  OUR SCHOOL HAS NOT BEEN DESIGNATED AS A PRIORITY, FOCUS, OR REWARD SCHOOL.

12 SCHOOLWIDE TITLE I PROGRAMS  THE PURPOSE OF SCHOOLWIDE TITLE I PROGRAMS IS TO IMPROVE THE ENTIRE EDUCATIONAL PROGRAM IN A SCHOOL WHICH SHOULD RESULT IN IMPROVING THE ACADEMIC ACHIEVEMENT OF ALL STUDENTS, PARTICULARLY THE LOWEST ACHIEVING STUDENTS.

13 SCHOOLWIDE TITLE I Goals Goal Area 1 - Student Achievement  SMART Goals: RMS students will increase the pass rate of GA Milestones to 90% or 3% higher than the previous year in ELA. All subgroups will meet/exceed 2016 CCRPI subgroup targets in all academic content on the GA Milestones in April 2016. RMS students will increase the pass rate of GA Milestones to 90% or 3% higher than the previous year in Math. RMS students will increase the pass rate of GA Milestones to 90% or 3% higher than the previous year in Science. RMS students will increase the pass rate of GA Milestones to 90% or 3% higher than the previous year in Social Studies. Goal Area 2 - Stakeholder Engagement SMART Goals: 85% of parents will agree that RMS provides meaningful ways for me to be actively involved in my child's academic progress. 90% of parents will agree that RMS teachers regularly inform me about my child's academic progress in ELA, Math, Science, and Social Studies. Goal Area 3 - Organizational Effectiveness SMART Goals: Lesson plans will indicate that RMS teachers are purposefully implementing of technology using the SAMR model at least twice a month. Walkthrough data using the culturally responsive classroom checklist will indicate that 80% of RMS teachers have created a culturally responsive classroom.

14 SCHOOLWIDE TITLE I Programs OPPORTUNITIES FOR STUDENTS TO RECEIVE ACADEMIC SUPPORT  After school tutoring on Mondays and Wednesdays from 2:15 to 3:15.  Teachers as Advisors (monthly)  Math remediation classes (6 th -8 th ) and reading remediation class (8 th ).  Response to Intervention (RTI).  Daily PRIDE or Extended Learning Time for remediation and enrichment.

15 SCHOOLWIDE TITLE I Curriculum  OUR SCHOOL’S CURRICULUM:  IS BASED ON THE GEORGIA STANDARDS OF EXCELLENCE (GSE) WWW.GEORGIASTANDARDS.ORG  CONTAINS RIGOR AND RELEVANCE.  OUR SCHOOL’S TEACHERS HAVE HIGH EXPECTATIONS FOR ALL STUDENTS.

16 SCHOOLWIDE TITLE I assessments  The majority of students will take the new state standardized test, Georgia Milestones for reading, math, science and social studies. A writing component will be incorporated into the math and language arts sections.  Students with significant cognitive disabilities are assessed using Georgia Alternate Assessment (GAA). The GAA is a portfolio of student work that enables the demonstration of achievement relative to selected skills aligned with the GA curriculum.

17 PARENTAL INVOLVEMENT POLICY/PLAN  BARROW COUNTY INVOLVES ALL PARENTS IN THE DECISION MAKING PROCESS AS IT RELATES TO STUDENT ACHIEVEMENT.  TITLE I, PART A REQUIREMENTS ARE MET THROUGH A PROCESS THAT INCLUDES GATHERING PARENT INPUT THROUGHOUT THE YEAR, IN ADDITION TO THE COMPREHENSIVE NEEDS ASSESSMENT IN EARLY SPRING. ALL PARENTS ARE INVITED TO PARTICIPATE IN THIS PROCESS WHEN SURVEYS ARE DISSEMINATED, EVALUATED AND DEVELOPED INTO TITLE I PLANS INCLUDING PARENT INVOLVEMENT POLICIES/PLANS AS WELL AS SCHOOL COMPACTS.

18 SCHOOL/PARENT COMPACT  BARROW COUNTY SCHOOLS PROVIDE ALL PARENTS THE OPPORTUNITY TO BE INVOLVED WITH THE JOINT DEVELOPMENT OF THE SCHOOL-PARENT COMPACT.  THE SCHOOL-PARENT COMPACT OUTLINES HOW PARENTS, THE ENTIRE SCHOOL STAFF, AND STUDENTS WILL SHARE THE RESPONSIBILITY FOR IMPROVED STUDENT ACADEMIC ACHIEVEMENT. THESE TITLE I PLANS ARE DEVELOPED OUT OF THE COMPREHENSIVE NEEDS ASSESSMENT IN THE EARLY SPRING AND FROM FEEDBACK THROUGHOUT THE YEAR.

19 PARENT’S RIGHT TO KNOW  AS A TITLE I SCHOOL, WE MUST MEET FEDERAL REGULATIONS RELATED TO TEACHER QUALIFICATIONS AS DEFINED IN ESEA.  THESE REGULATIONS ALLOW YOU TO LEARN MORE ABOUT YOUR CHILD’S TEACHERS’ AND/OR PARAPROFESSIONALS’ TRAINING AND CREDENTIALS.  WE ARE HAPPY TO PROVIDE THIS INFORMATION TO YOU ABOUT YOUR CHILD’S TEACHER AND/OR PARAPROFESSIONAL.

20 PARENT’S RIGHT TO KNOW  WHETHER THE TEACHER MET STATE QUALIFICATIONS AND CERTIFICATION REQUIREMENTS FOR THE GRADE LEVEL AND SUBJECT HE/SHE IS TEACHING,  WHETHER THE TEACHER RECEIVED AN EMERGENCY OR CONDITIONAL CERTIFICATE THROUGH WHICH STATE QUALIFICATIONS WERE WAIVED, AND  WHAT UNDERGRADUATE OR GRADUATE DEGREES THE TEACHER HOLDS, INCLUDING GRADUATE CERTIFICATES AND ADDITIONAL DEGREES, AND MAJOR(S) OR AREA(S) OF CONCENTRATION.

21 Intradistrict Transfer  THE PARENT OF A STUDENT ENROLLED IN A PUBLIC SCHOOL IN GEORGIA MAY ELECT TO ENROLL SUCH STUDENT IN A PUBLIC SCHOOL THAT IS LOCATED WITHIN THE SCHOOL SYSTEM IN WHICH THE STUDENT RESIDES OTHER THAN THE ONE TO WHICH THE STUDENT HAS BEEN ASSIGNED BY THE LOCAL BOARD OF EDUCATION IF SUCH SCHOOL HAS CLASSROOM SPACE AVAILABLE AFTER ITS ASSIGNED STUDENTS HAVE BEEN ENROLLED.  IF A TRANSFER IS APPROVED BY THE SCHOOL SYSTEM, THE PARENT IS RESPONSIBLE FOR THE COST OF TRANSPORTING THE STUDENT TO AND FROM SCHOOL.

22 Intradistrict Transfer  INFORMATION RELATED TO HOW PARENTS CAN EXERCISE THE TRANSFER OPTION AND ON WHICH SCHOOLS AND/OR GRADES HAVE AVAILABLE SPACE WILL BE POSTED ON THE SCHOOL DISTRICT WEB SITE AND USING OTHER MEANS, INCLUDING THE DISTRICT AUTOMATED CALLING SYSTEM AND SYSTEM AND SCHOOL NEWSLETTERS, PRIOR TO JULY 1 EACH YEAR.

23 Title I funds  DURING THE 2014-2015 SCHOOL YEAR, OUR SCHOOL AGREED TO ALLOW THE DISTRICT TO USE THE 1% SET ASIDE FOR PARENTAL INVOLVEMENT TO FUND A DISTRICTWIDE FAMILY ENGAGEMENT SPECIALIST. THE SCHOOL HAS AGREED TO DO THIS AGAIN DURING THIS SCHOOL YEAR.  SUGGESTIONS FOR FY17 SPENDING OF THE SCHOOL’S ALLOCATION FOR PARENTAL INVOLVEMENT CAN BE GIVEN AT OUR SPRING TITLE I MEETING.

24 Opportunities for parent involvement PARENT ENGAGEMENT OPPORTUNITIES OFFERED FOR SCHOOL OR HOME  Annual Title I Parent Meeting - August 20, 2015 at 6:00 PM  Multicultural Night - September 29, 2015 at 6:30 PM  Risky Behavior Prevention Night - October 20, 2015 at 6:30 PM  Science Night - November 17, 2015 at 6:30 PM  Literacy Night - February 4, 2016 at 6:30 PM  Milestones Preview Night – March 31, 2015 at 6:30 PM VOLUNTEER OPPORTUNITIES  Mentoring students  Book fairs  Library  School clinic  Other volunteer opportunities may be available upon request. Parent Decision Making  Development of Title I Schoolwide Plan, Title I Compact and Title I Parental Involvement Policy  Parent Surveys  Annual Stakeholder’s Planning Meeting

25 Communication with school staff  The best methods for contacting school staff members is by school email or phone.  Parent Portal for Infinite Campus  All students’ grades should be updated weekly.  When contacting a teacher, you should expect to receive a response within 24 hours on weekdays.

26 COMPLAINT PROCEDURES  ANY INDIVIDUAL, ORGANIZATION, OR AGENCY MAY FILE A COMPLAINT WITH BARROW COUNTY SCHOOL SYSTEM (BCSS) IF THAT INDIVIDUAL, ORGANIZATION, OR AGENCY BELIEVES AND ALLEGES THAT BCSS IS VIOLATING A FEDERAL STATUE OR REGULATION THAT APPLIES TO A PROGRAM UNDER THE ELEMENTARY AND SECONDARY EDUCATION ACT (ESEA).  ALL COMPLAINTS SHOULD BE REPORTED AT THE SCHOOL LEVEL FIRST. IF NO RESOLUTION IS REACHED, YOU MAY FILE A FORMAL COMPLAINT BY CALLING BARROW COUNTY SCHOOL SYSTEM @ 770-867-4527. ASK TO SPEAK WITH DR.
