ECOMM 2015 Utrecht, Netherlands Michael Boßhammer, M.A. Institute for Urban and Transport Planning RWTH Aachen University

2 Integration of mobility management into the development process of a new education, research and business area ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer

3 City of Aachen Most western large city of Germany Border area of Belgium, Netherlands and Germany 249.746 inhabitants (2013) Very young population Average age of 41 Science city About 52.000 students RWTH Aachen University and University of Applied Science Unique research region with international companies ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer

4 RWTH Aachen University 4 university areas Plus individual, smaller locations in the urban area Dispersed location of institutes and lecture halls University with 9 faculties and more than 260 institutes 8.546 employees (march 2015) 42.298 students (winter term 2014/2015) ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer Source: Own map Source: Own picture

5 Campus Melaten – research, learn, develop, live. RWTH is largely expanding its university grounds 800.000 m² of space for 19 research clusters with –Office, seminar, and workshop areas and laboratory facilities 6 initial clusters launch the start of developments at RWTH Aachen University More than 120 companies Further facilities –Hotel –Education- and qualification center –Day nursery ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer Source: Own picture

6 Reasons for operating mobility management The extended areas are currently in the development phase –Increase of ~ 10.000 jobs (Melaten & West) Construction and proof of car-parking space is requiered –Lack of building land –Construction and maintenance of car-parking space is expensive Clean air plan –Support of sustainable mobility –Environmental protection ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer Source: City of Aachen

9 Stakeholders ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer Sustainable Campus Mobility RWTH Aachen Campus GmbH City of Aachen Real estate management authority InvestorsOperatorsUsers Mobility provider Energy supplier

10 Parking space entitlement in the building permit process in Germany ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer Land-use plan Urban development contract Each Building REGULAR NEW Cluster Building Code North-Rhine Westphalia (BauO NRW) “Model of the city of Aachen” …must be provided on each site! …may be provided for a building cluster! The required number of parking spaces… Urban development contract RWTH Aachen City of Aachen Real estate authority +

11 Urban development contract for car-parking space concept Dynamic development with large and complex (mixed) units/buildings Urban campus area (inner city) Parking spaces are very limited (on respective premises or in near distance)  Large car parks were built to cover the space requirements of several buildings New car-parking space concept Consideration of larger areas (Cluster) Consideration of mobility management ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer Source: Own picture

12 Urban development contract for car-parking space concept Guidelines with reduction factors for required car-parking spaces –By using mobility management measures The guidelines are inspired by the „VV BauO NRW“ (building code) Balance for car-parking spaces → incl. update The municipality controls the update of the data Existing vs. required parking spaces ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer Source: www.amazon.de

13 Urban development contract for car-parking space concept Reduction factors ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer No.Reduction factorEligible area/ land-useReduction [%] 1.Semester ticket for public transport (students) only for learning rooms50 – 60 % 2.Jobticket/ parking space management (employees) All (except learning rooms) 15 – 25 % 3.Specificly for the University (specific land-use) factory buildings, laboratories and learning rooms 35 – 60 % (depends on the location) 4.Good (above average) public transport connection (depending on the location) All10 – 25 % 5.Further mobility management measures (Car pooling system, carsharing, covered bike racks…) AllMax. 5 %

14 Mobility management workshops Discussion of urban development contract for car-parking space concept (with investor and operators) Development of a mobility management concept for the „pilot“ cluster The investor and the operators are (basically) interested in several mobility management measures –Investor: to reduce parking space –Operator: to offer (sustainable) mobility options for employees But… –The investor doesn´t know the operator(s) and user(s) at an early stage of the project development ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer

15 Mobility survey 2014 To gain additional knowledge about the mobility behavior and the mobility needs of the employees → Essential to develop offers promoting sustainable mobility Part of the urban development contract → Controlling ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer Survey period12.06. - 02.07.2014 Number of employees (July 2014) 393 Survey participants200 (51 %) gender (male/female)65 % / 35 % Average age36,8 years

16 Mobility survey 2014 ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer

17 Mobility survey 2014  81% of the cyclists want to have only a (free of charge) covered cycle stand P ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer

18 Mobility survey 2014  Further: A quarter of the participants would use public transport more often, if they had a jobticket! ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer

19 Mobility survey 2014 ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer

20 Mobility station Connection of different mobility options at one point –Public transport –Carsharing station (electric and conventional cars) –Pedelec rental system For students, employees, visitors, internal logistic… Problem with power connection for the charging station –The construction of the charging station was not considered in the land-use plan ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer

21 Conclusion The consideration of mobility management in land use planning is effective → An evaluation at RWTH Aachen (employees) shows, that the introduction of mobility management leads to modal shifts Cooperation between stakeholders is very important –It takes a while to involve, to brief and to persuade all stakeholders –By now the cooperation is focused and constructive Employees are open to innovative mobility services → They are interested in sustainable mobility options (car sharing, pedelecs, Jobticket) ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer

22 Outlook Publication of the mobility management handbook –Promotion & Support Further workshops for the implementation of the planned measures Opening of 1st mobility station at Campus Melaten in summer 2015 Improvement of the public transport connection in june 2015 Further mobility survey in early 2016 –Evaluation of the mobility management measures ECOMM 2015 21.05.2015 Utrecht Michael Boßhammer
