European Rail Legislation 6.12.2011 Helping European Railways Transition to the Digital Future through Cooperation N° 11 The EU approach: Creating a common European railway area The cornerstones of the EU approach to improve the performance of rail transport are: Open access in rail transport to favor competition and create incentives for product innovation and service quality Fostering the interoperability of the national networks (and hence international services) through technical harmonisation Develop a common rail safety approach to facilitate market access while maintaining a reasonably high level of safety Develop the trans-European Network for rail

European Rail Legislation 6.12.2011 Helping European Railways Transition to the Digital Future through Cooperation N° 12 Above interoperability recommendations of the ERA are presented to and voted by the “Railway Interoperability and Safety Committee” (RISC) which is chaired by the Commission and attended by 27 EU Member states (+ Norway [+ Switzerland]) and by ERA. The recommendations will be – after positive vote by the “Railway Interoperability and Safety Committee” – at the end of the day European law and published in the Official Journal of the European Union: they will be binding law, addressed to appropriate bodies (such as Member States, RUs, IMs, Ticket Vendors etc.) The “Telematics Applications for Passengers - Technical Specification for Interoperability” (TAP TSI) are published on 12.05.2011 in the official journal of the EU. That means that the TAP TSI is an European Law. The Telematics Applications for Freight – Technical Specification for Interoperability (TAF TSI) is published on the 18.01.2006 in the official journal of the EU. That means that the TAF TSI is an European Law. Recommendation on RINF has been adopted on the 15th of September 2011. It is the European Law. The “Telematics Applications for Passengers - Technical Specification for Interoperability” (TAP TSI) are published on 12.05.2011 in the official journal of the EU. That means that the TAP TSI is an European Law. The Telematics Applications for Freight – Technical Specification for Interoperability (TAF TSI) is published on the 18.01.2006 in the official journal of the EU. That means that the TAF TSI is an European Law. Recommendation on RINF has been adopted on the 15th of September 2011. It is the European Law.

Purpose of TAP TSI 6.12.2011 Helping European Railways Transition to the Digital Future through Cooperation N° 20 The Technical Specification for Interoperability on “Telematics Applications for Passengers” (TAP TSI) drafted by ERA prescribes protocols for the data exchange of timetables, tariffs, reservations, fulfillment Information to passengers in station and vehicle area train running information, etc which must be respected from 2011 by the European rail sector (railways, infrastructure managers, ticket vendors etc) according to the European Rail Passengers’ Rights Regulation EC/1371/2007 and to the Interoperability Directive EC/2008/57.

Technical Documents of TAP TSI 6.12.2011 Helping European Railways Transition to the Digital Future through Cooperation N° 21 Some UIC-leaflets have been transferred to ERA Technical Documents in TAP TSI B.1, B.2, B.3, B.4, B.5, B.6, B.7, B.8, B.9 and B.10. ERA Technical Document B.30 is derived from the TAF TSI (Telematics Applications for Freight) RU/IM train movement messages. Further steps of TAP TSI 6.12.2011 Helping European Railways Transition to the Digital Future through Cooperation N° 31 - Implementation strategy (2011): - the rail sector organisations (e.g. RU, IM, ticket vendors) are drafting the master plan (incl. detailed IT specifications and governance) for the implementation of TAP TSI until May 2012 -The master plan include: -Implementation activities -Migration plan -Detailed milestones/deliverables -Risk assessment of crucial phases -Assessment of total life cycle costs -The master plan shall be delivered to ERA which will assess it and make a recommendation to DG MOVE - DG MOVE – based on ERA’s recommendation – shall take the necessary measures to amend the current TSI
