1 Building Trades Disaster Response Project

2 History of the Project ► After 9/11 concerned and intelligent citizens from Emergency Management and the Building Trades started working on a program to train construction tradespersons to safely volunteer and work on disaster sites.

3 Washington takes the Lead ► Lee Newgent, now at the King County Building Trades council, went to The Federal Building and to ground zero after 9/11. He then pioneered a training program that is now the national flagship program. F.I.R.S.T. ► A joint training of City of Seattle Firefighters, Operators, Ironworkers and Laborers.

4 F.I.R.S.T. ► The City of Seattle’s F.I.R.S.T. ( Fire Incident Response & Skilled Trades) program was used to inspire and build other joint training programs. ► Less than a dozen across the US.

8 OSHA 7600 ► OSHA took the training outline to Build the OSHA Construction Worker Disaster Training. OSHA 7600, a 16 hour course. ► And to start the “Program Card” project. Giving a Federal Card showing the training to those that had taken OSHA 10, HAZWOPER 40 and the OSHA 7600.

9 Nov. 2001 CPWR began on- site training 1,800 workers. ► ► As of 2008 they had trained 5,300 Trainers and developed an interactive CD to help with training.

10 Federal Support In 2007 Hillary Clinton Proposed The Skilled Trades Second Responders Act of 2007 (S. 2515). It would provide $35 million to train, certify, register and integrate skilled construction workers into disaster preparedness and response activities. The act also would establish a database that federal, state and local governments can use to identify and mobilize this workforce for disaster response activities.

11 Again in 2009 1/22/2009--Introduced. Skilled Trades Second Responders Act of 2009 - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to establish a national program for the training, certification, registration, tracking, and integration of skilled construction workers to assist first responders in responding to disasters, including natural and manmade disasters and terrorist attacks. To coordinate and consult with the Department of Homeland Security, including the Federal Emergency Management Agency (FEMA), other relevant agencies, and private organizations, including construction industry contractors, joint labor-management training funds, and building trade unions, that are experienced in providing rescue and recovery assistance to first responders and in the cleanup, demolition, rehabilitation, and reconstruction of disaster sites after recovery operations.

Last Action: Dec 18, 07: Read twice and referred to the Committee on Health, Education, Labor, and Pensions. ► H.R.5815 Skilled Trades Second Responders Act of 2008 This bill never became law. Last Action: Apr 17, 2008: House Transportation and Infrastructure: Referred to the Subcommittee on Economic Development, Public Buildings and Emergency Management. ► H.R. 652 Skilled Trades Second Responders Act of 2009 Last Action: Jan 23, 2009 : House Transportation and Infrastructure: Referred to the Subcommittee on Economic Development, Public Buildings and Emergency Management.

13 Building Trades Disaster Response Training for Washington ► Sisters in the Building Trades, using it’s unique ability to reach out across trade and other such lines and barriers, is ► offering OSHA 7600 Training ► Coordinating an effort to build a local database of trained volunteers ► Coordinating an effort for shared training of First Aid/CPR, OSHA 10 and HAZWOPPER 40

14 Sisters in the Building Trades ► Is working on connecting and coordinating training with ► Search and Rescue ► FEMA ► Red Cross ► CERT Community Emergency Response Training

15 Sisters in the Building Trades ► Is working to connect this training and its skilled workers and volunteers with ► City Emergency Management ► County Emergency Management ► State Emergency Management ► Federal Emergency Management ► Washington State Labor & Industries

16 Response of this Effort ► The Sisters are please to announce that the response from all of the aforementioned agencies and all trades that have been approached.....runs from Very Positive to Excited. ► The November Training was the first time Washington State Emergency Management or King County Emergency Management had been fully introduced to the F.I.R.S.T. program, the OSHA program cards or the Building Trades Disaster Response Training program.

17 Why? ► As Washington State has the flag ship program for the Building Trades Disaster Response ► As Washington State’s Emergency management is more connected and trained than ever before in history due to the Howard Hanson Dam. ► We hope to use this opportunity to keep Washington as a leader in solutions, training, and community outreach, by making it work across Washington State, helping pass the Bill and coordinate the efforts at the Federal Level

18 What went wrong? ► When Katrina happened the volunteers showing up with their program cards were set aside, and their card and skills not immediately recognized, as FEMA and local emergency Management, didn’t know what they were. ► Those that had taken the training waited for a call, asking them to volunteer.....it never came.

19 How could that be? ► Funding was never approved to create a database ► If a data base were funded and created. It would need to reside at each States Representative of OSHA. In Washington that is DOSH formerly known as WISHA. A Division of Labor & Industries. ► No one ever had the volunteers sign permission to share their information.

20 Who is Using the Training and Program Cards? ► The Largest Group that has taken the required training, and sent in to OSHA, for the Program Cards is the IUOE, International Union of Operating Engineers. ► The second largest group is in Egypt.

21 What Next? ► ► We had 53 Tradespeople at the last OSHA 7600 Training. ► ► The next Training, by the Sisters in the Building Trades is March 6 th & 7 th at the South Seattle Community College Duwamish Apprenticeship Campus. All trades people, emergency management personal and emergency volunteers are welcome. ► ► I will send a sheet around, please give your Name, Phone, E-mail and Local # if you are interested in the training and the program, for work for your resume or for volunteering. ► ► Please contact Kandy Paulson for more questions, she has volunteered as the local 174 contact.

22 What’s the Catch? ► There is No catch.. ► This Training is being offered FREE ► You are Not required to volunteer if you take the training. ► If this just helps you take care of your self, your family, your co- workers and your home, that is enough.

23 Why Should I take the Training? ► This Training is to Prepare you for Disaster Clean up work ► (1) The Green River Valley will likely flood, a little or a Lot this year ► (2) We live between 2 active volcanoes and in an earthquake subduction zone ► (3) A lot of people are out of work...you have the time ► (4) The training will make you better qualified for Disaster Site Clean up work or to Volunteer to help out in your community. ► (5) It will look good on your resume when you are putting in for work. ► (6) It will better enable you to care for your coworkers, family, home and community in case of a Disaster
