Geplante Aktivitäten Phase 1: Analisis and Exchange of Information SWOT-Analisis, Best-Practice Study and Cases, Transfer of Know-How and experience Project Proceeding Phase 2: Investment Planning and Preparation Indicator system for evaluating infrastructure investments, feasibility studies on pipelines, intermodal, railway and waterway transport Phase 3: Strategy development and Mainstreaming Development of Central and Eastern European Feedstock Network Development of Joint Strategy and Action Plan Phase 4: Dissemination and Communication 3 Dissemination events, Website ( Newsletter, Brochures, Regional Stakeholder Meetings

8 Tasks: Workpackage 3 Analisis and Exchange of Information
Analisis of the current situation of chemical industry in each partner region. Identify strengths, weaknesses, opportunities and threats of chemical logistics in the partner regions as basis for exchange of experience Develop a description of chemical logistics to have a common understanding of current situation Identification of regional needs and future potential areas for cooperation and implementation of feasibility studies Using Regional Stakeholder Meetings as Expert Workshops for analysis of strength and weaknesses, chances and barriers and the identification of best practice cases

9 Agenda 1. Brief overview LOGISTIKUM 2.
Role of LOGISTIKUM within the project ChemLog 3. Concept of SWOT Analisis 3.1 Target Group 3.2 Structure of SWOT Analisis 3.3 Methodological Approach 3.4 Design of Expert Workshops and Interviews 4. Selected pre-results of SWOT Analisis 5. Implementation of SWOT Analisis

10 SWOT Analysis for every partner region
Internal, supporting or hindering factors for value creation = influenceable Individual expert interviews Strengths Opportunities Positive Factors Weaknesses Threats Negative Factors External, supporting or hindering factors for value creation = NOT influenceable Regional Stakeholder Meetings

11 Concept SWOT Analyis Target group
Chemical Industry Service Sector (with relevance for the chemical industry) Organic and inorganic chemicals Industrial gases Pharmaceuticals Pesticides, Biocides Fertilizer Disinfectants Detergents Raw Materials, Soaps, Washing, Cleaning and Personal care Paints, Varnishes, Printing inks, Fillers, Mordtands, Wood Preservatives …… Plastic and Rubber Raw Materials and Reclaimed Materials Plastic and Rubber Products Logistic Service Providers Industry associations Political decision-makers in the field of Economcy Politics and innovation Transportation Technology Environment and energy Etc.

12 Concept of SWOT Analisis Structure
Introduction to region / country Description of domestic chemical industry Description of transport infrastructure Intermodal Pipeline Road Railway Inland waterway Internal strenghts and weakness of the chemical industry from the logistical point of view in CEE External opportunities and threats of the chemical industry from the logistical point of view in CEE

13 Concept SWOT Analyis Methodological approach
Opportunities and Threats Strengths and Weaknesses Economic trends Sociocultural trends Technological trends Environment and energy Politics and innovation Transport infrastructure Railway, Waterway, Road, Intermodal, Pipeline Safety and Security Industry sector and competition Suppliers, customers, access to the market / market entry, substitutes, Procurement Warehousing of raw materials, semi-finished and finished products Production logistics Distribution and transport Planning and controlling Order Processing Information logistics

14 Concept of SWOT Analisis – Workshop Design for Regional Stakeholder Meeting
RSM – Focus on Opportunities and Threats

15 Concept of SWOT Analisis – Interview Design for invidual expert interviews
Interview – Focus on Strenghts and Weaknesses

16 Agenda 1.

17 Selected pre-results Internal Strenghts
Strong Integration of production processes Internal Optimisation of Supply Chain Costs Centralisation of „on-site“ Logistics Stock management and control Optimisation of der „on-site“ Logistics with LSP strategic and operative activities in logistics Outsourcing und partnership concepts „ValuePark“ Concepts On Site Terminals for intermodal transport Pipeline networks for traffic avoidance High safety standards for transport Existing Flexibility (Purchasing, Production, Distribution and Contract Processing) Performance Improvements through joint efforts and cooperation On-site safety and security / management for crisis and risks

18 Selected pre-results Internal weaknesses
High Supply Chain Cost 8-12 % of turnover Insufficient reliability of selling forecasts – impact on planning and controling of logistical processes Insufficient ability to plan the demand of resources Loyalty of customers Communication and Language Barriers Stability of production Reliability and fulfilment of agreements Often changing contact persons Safety and quality

19 Selected pre-results Opportunities
Central Location in Europe at the crossroads of transport axes Positive economic development and increasig freight transport Good infrastructure especially road in Central Germany International harmonization of transport and traffic related laws and regulations (in particular regulations for hazardous goods and safety and security) Prioritization of traffic infrastructure issues within the political programs with special focus on international coordinated projects Infrastructure employment costs (costs of usage) as a vital source for financing infrastructure projects Cross-border capacity planning of traffic infrastructure across-the-carriers Reasonable and transparent policy on financial subsidies in the field of traffic and transportation for traffic infrastructure and the carriers rail and inland waterway

20 Selected pre-results Challenges and Threats
Lack of pipeline connections for Olefins between the chemical complexes Rail Systems in West- and East-Europe not compatible Inadequate rail- and road infrastructure Lack of terminal structure for Inter-Modal traffic Congested ports in the Baltic and the Black Sea No harmonization of administrative and technical standards Burocracy in Customs Clearance (RID SGMS) No harmonization of social standards (driving hours etc) No common safety and security standard Absence of Emergency Response and Crisis Mgmt Systems (i.e. TUIS) Hard to find people with excellent logistics background

21 Selected pre-results Challenges and Threats
Price dependency of raw materials Influence of Markets and Production locations in Middle East Tariff policy of Transport Carriers Political Instability, Theft (Product and equipment) Insufficient wagons and turnaround possibilities at Russian side One way flow (90% w-e, 10% e-w) Behaviour of former state railway companies (blocking, intransparency and freight costs) - Liberalisation

22 Agenda 1.

23 Implementation of SWOT Analyis Schedule
