5 … and levels of progress Level 1: Minor progress with few signs of forward action or policy commitment Level 2: Some progress, but without systematic policy and/ or institutional commitment Level 3: Institutional commitment attained, but achievements are neither comprehensive nor substantial Level 4: Substantial achievement attained but with recognised limitations in capacities and resources Level 5: Comprehensive achievement with sustained commitment and capacities at all levels

6 Findings of the 2007-09 Global HFA Review Significant progress: HFA Priority 1, 5 Strengthening institutional capacities, systems, policies and legislation for disaster risk reduction; technical and institutional capacities for disaster preparedness, contingency plans Consistent progress: HFA Priority 2 Identification, assessment and monitoring of disaster risks; enhancement of early warning systems Weak progress: HFA Priority 3 and 4 Knowledge, innovation and education, raising awareness; in particular mainstreaming of disaster risk reduction into economic, social, urban, rural, environmental, infrastructure planning
