2 State Historic Preservation Offices Identify historic places and archaeological sites Nominate eligible properties to the National Register of Historic Places Develop the state historic preservation plan Review rehabilitation work to properties qualified for federal and state historic rehabilitation tax credits Review and monitor federally assisted projects for their effects on historic, architectural and archaeological resources Assist in designating Certified Local Governments and make matching grants available to CLGs for local historic preservation projects Advise and consult on building and site research, protection and conservation Offer educational programs and publications

3 Role of State Historic Preservation Offices in Affordable Housing Tax Credit Programs Contact and work with the states housing finance agency to establish selection criteria for actively including historic properties in the states Qualified Allocation Plan for Low-Income Housing Tax Credits Encourage and educate qualified applicants in ways to combine Low Income Housing Tax Credits with federal and state historic rehabilitation tax credits Hold preliminary meetings with potential applicants to review evaluations of significance, including procedures for listing properties on the National Register of Historic Places, and to review preliminary rehabilitation plans for compliance with the Secretary of the Interiors Standards for Rehabilitation Establish procedures and timeframes for applicants to submit Part 1 (Evaluation of Significance), Part 2 (Description of Rehabilitation), Part 3 (Certification of Completed Work) and state historic rehabilitation tax credit applications to the State Historic Preservation Office for review and recommendations, and complete all reviews in a timely manner Involve the states National Park Service tax project reviewer, as appropriate, to resolve any questions about whether the proposed work will meet the Standards for Rehabilitation Make site visits as needed to help in understanding and addressing issues Publicize and/or present awards to exemplary projects for recognition, public awareness and education purposes
