3. Who do we want this for? Lewisham young people aged 8 – 19 and up to 25 for those with SEN or disabilities All young people (including young people with extra needs or vulnerabilities) and; Specific groups of young people with particular needs or vulnerabilities

4. What are the needs of our young people? Emotional and mental wellbeing, and feeling safe - top priorities identified by young people Need to increase youth participation - particularly of vulnerable young people High rates of teenage conception/ pregnancy and sexually transmitted infections Need to reduce bullying, gang involvement and youth offending Need to reduce attainment gap between underachievers and peers – esp. young people with SEN/ disabilities and certain ethnic groups High and increasing childhood obesity Higher NEET rate amongst vulnerable groups - teenage parents, LAC, youth offenders, SEN/ disabled young people Need to support families at risk of crisis - prevent needs escalating Large, diverse & growing CYP population Wide range ethnic groups and religions Need to reduce substance misuse, inc. alcohol High and increasing level of deprivation and child poverty What are the needs of young people in Lewisham? 8. What are the minimum standards/ requirements we expect for all commissioned activities? Commissioned youth provision must: Be inclusive and accessible Be fun and involve young people Be safe Have good staff and volunteers Support all young people, including those with vulnerabilities or extra needs Be promoted effectively Be financially sound Minimum requirements for funding: A bank account A Safeguarding policy/ statement A Health and Safety policy/ statement An Equality and Diversity policy/ statement No one on your Board or management has ever been charged or convicted of bribery, fraud, conspiracy, deception, money laundering or similar crime. No one on your Board or management has been declared bankrupt or committed any offence relating to the conduct of a business. Appropriate levels of insurance for your project or willingness to increase your insurance. If you are applying for £10,000 or more: You must submit financial accounts for past 3 years (or for as long as possible if your organisation is less than 3 years old) OR If you are a new organisation and can not provide accounts, you must provide a business plan and financial forecast for the next 3 years

Key questions How much can I apply for and what can I include? any amount over £1000 to cover: the total cost of your project OR part of the cost of your project if you have other income or ‘in-kind’ support from elsewhere for your project Can I include other sources of income? You are encouraged to seek other sources of income or ‘in-kind’ support to increase the capacity of your project How long can I get funding for? One year contracts (April-March 2014) with possibility of extension for a further two years (until April 2017) at the Council’s discretion Can I submit a joint application? Joint applications are welcomed One organisation needs to be nominated as the lead organisation to make the application on behalf of the partnership VAL can help you find a partner

Submitting and assessing your application Submission Deadline: 12pm midday, Tuesday 22 nd October By email to youthservicecommissioningapplications@lewisham.gov.uk and post (on electronic storage device) Assessment Scoring criteria: 1.How you will develop young people’s capabilities 2.The need for your project 3.How you will keep young people safe 4.How you will ensure your project is inclusive and accessible 5.Your project budget 6.Your staff and volunteers 7.How you will involve young people 8.Your project’s value for money 9.Your project delivery plan 10.How you will work in partnership with others 11.How you will promote and publicise your project Young people will also score applications Mapping exercise once scores agreed – to ensure sufficient spread of provision to meet needs – we may ask you to make changes to fill gaps Final decisions based on score and outcome of mapping exercise

Youth friendly proposal Applicants need to do two things: 1.Create a youth friendly proposal (compulsory, send with Application Form) 2.Nominate young people to take part in Focus Groups to assess applications (not compulsory, send nomination form by Thurs 10th October to youthled@lewisham.gov.uk) Youth friendly proposal Speaks directly to young people One side A4 max. if you are only including text or Two sides of A4 max. if you are including pictures or photos (i.e. one A4 for each) Must be typed. No smaller than Arial 11. If you are incl. photos - convert to PDF Young service users can create youth friendly proposal though this is not a requirement Focus groups A diverse group of young people from across the borough Facilitated by impartial adults Focus groups held across the borough Focus groups will be inclusive and accessible and involve as wide a range of young people as possible
