Dumaresq, Ed.D., Acting Secretary of Education Deaf-Blindness More inclusive definition than the diagnosis in the IDEA Child Count: – Preschoolers and students whose primary or secondary diagnosis is Deaf-Blindness – Preschoolers and students who have a mild to severe hearing loss and some degree of vision impairment that requires adaptations or modifications – Preschoolers and students who have a diagnosis which places them at risk for developing a hearing loss and visual impairment – Preschooler and students who have multiple disabilities who may demonstrate inconsistent responses to light and sound

Dumaresq, Ed.D., Acting Secretary of Education Pennsylvania Deaf-Blind Project Five Goals 1.Support families who have children with deaf-blindness 2.Improve early identification and intervention 3.Improve secondary transition 4.Increase number of individuals who can provide intervener support to children who are deaf-blind 5.Build a regional network of local liaisons

Dumaresq, Ed.D., Acting Secretary of Education Deaf-Blind Census Required participation by OSEP Determines federal funding and allocation to states Tied to funding of research, training and technical assistance for this population of children.

Dumaresq, Ed.D., Acting Secretary of Education Deaf-Blind Census Conducted in February Web-based system Every preschool and LEA must log in: 1.Providing education to NO children who meet criteria of deaf-blindness 2.Providing education to child(ren) who meet criteria of deaf-blindness Verify child already entered Enter newly identified children
