4 G O D D A R D S P A C E F L I G H T C E N T E R  GSFC is a large organization, with a diverse workforce  Our largest organizations, with the most hazardous operations have implemented their own safety managers, who we partner with to ensure safety Applied Engineering and Technology Directorate Management Operations Directorate  Other organizations have identified POCs who we interact with  This allows the limited safety organization to work with the other organizations on site to meet the center safety needs 3/27/20134 Partnership

5 G O D D A R D S P A C E F L I G H T C E N T E R  10+ subject matter safety committees and working groups to address safety concerns on the site  Allows the appropriate personnel to work together to share knowledge, experience, and lessons learned  Made up from across the center, using civil servants and contractors to interact  Develop center guidance and processes in the subject areas  Organizations have structured safety committees as well 3/27/20135 Safety Committees and Working Groups

6 G O D D A R D S P A C E F L I G H T C E N T E R  Two examples 3/27/20136 Safety Committees and Working Groups Electrical Safety Involves key personnel from all directorates performing work over 50 volts AC/DC. allows discussion on training successes, upcoming projects, code/regulation changes and solutions/difficulties they have experienced on other projects. The open communication and knowledge sharing between all the groups has proved invaluable to all parties. Radiation Safety Two committees Ionizing (NRC required per our license) Oversees NRC licensed materials Nonionizing Having a separate committee ensures that lasers and RF radiation are given the same review and oversight ionizing radiation.

7 G O D D A R D S P A C E F L I G H T C E N T E R  Kudos to MSFC, we love the SHETrak system  Implemented at GSFC (Greenbelt and WFF)  Using the system in all audit areas for the organization (facility, construction, health, radiation and supervisor inspections)  Our improvements:  Incorporated the completion of Hazard Abatement Plans (HAPs) on the NASA Form 1584, including electronic signatures when the form has been approved at the required levels.  Having supervisors track their inspections in the system  The implementation of SHEtrak has increased our finding closure rate from 60% to 90%. 3/27/20137 Simplified method to track safety audit findings

8 G O D D A R D S P A C E F L I G H T C E N T E R Working with Hazardous Materials 3/27/20138  Partnering with Environmental Management and Logistics to use of the Hazardous Material Management System (HMMS) to track chemical inventory and provide Safety Data Sheets and chemical inventory list to lab users has increased the ability to track chemical use and chemical exposure.  Nanotechnology operations are reviewed, suggestions for Job Hazard Analyses is related to principal investigators, and training is developed or provided.

9 G O D D A R D S P A C E F L I G H T C E N T E R 3/27/20139 Mishap Program  This is an area of great improvement on the center  Program areas we have implemented: A dedicated Mishap Program Manager Monthly status reports in upper management forums on all open mishaps Project IRTs are provided training by Mishap Program Manager and are assisted with developing MPCPs and Go Kits A monthly IRIS summary reflecting all IRIS entries, Close Calls and Mishaps and the Open/Closed status is provide to all management and organizational safety representatives.

10 G O D D A R D S P A C E F L I G H T C E N T E R  GSFC has a dedicated contractor safety position  This individual works the whole acquisition process  We do: Acquisition Safety Reviews Prospective Contractors’ Safety and Health Plan Reviews Contractor Safety Orientations Assessments of contractors against their safety & health plans 3/27/201310 Contractor Safety

11 G O D D A R D S P A C E F L I G H T C E N T E R  A week long (April 22-26) effort to emphasize safety on the site  Classes provided daily  Classes are two fold – some meet required training, some are for awareness  Some are fun – Safety Jeopardy, a distracted driver simulator  Web cast many presentations, to allow attendance from employees desks  This effort is well received and attended on the center 3/27/201311 GSFC Safety Awareness Campaign
