1 INDIAN HIGHWAY SAFETY PROGRAM

2 Native American/Alaskan Program Highway Safety Act of 1966, U.S.C. Title 23, Section 402, provides for U.S. DOT funding to assist Indian Tribes in implementing Highway Safety Projects Section 402 provides that American Indian Tribes be identified for purposes of administering highway safety programs in Indian Country, as a “State” Congress designated Secretary of Interior as Governor of the Indian State. Governor designates Governor’s Representative Charles Addington, Deputy Associate Director of BIA OJS serves as Governor’s Representative of the “Indian State”

3 NHTSA Established 1970 Develops and Enforces Safety Performance Standards Provides Grants for Highway Safety Programs (IHSP) Safety Research Projects Corporate Average Fuel Economy (CAFÉ)

4 NHTSA Native American Program BIA Indian Highway Safety Program (IHSP) is the program charged with meeting highway safety needs of all federally recognized Tribes BIA IHSP follows 402 rules and regulations NHTSA Region 6 Office – Fort Worth, Texas Region 6 RPM – Kenneth Copeland

5 IHSP Funding IHSP receives formula funding as do the other States and U.S. Territories IHSP receives 2% of total 402 apportionment – MAP-21 - $4.6 million dollars P&A funds limited to 5% of obligation. Approximately $247,000

6 Cooperation Required Many Partners working together: FHWA, NHTSA, BIA, IHS, CDC Many funding sources for many similar programs Need the Data

7 What I’ve Learned The Native American/Alaskan Native program is complicated Tribal employees are good people trying to do a hard job in often difficult situations Everyone working together is required
