3 North West Region – Involving Learners Enhancement of Learning Support The framework – what is it? A complete framework that supports young people with SEND in their transition from school to their next placement and beyond. It brings together the range of existing assessments into a consistent format and enables LAs and the YPLA to identify education, health and care needs and the associated costs and to consider placement opportunities based on the young person’s aspirations and support needs

Is based on the principles of person centred planning and gathers information to enable providers to support young people with Special Education needs and/or learning difficulties and/or disabilities (SEND) to work towards their aspirations Recognises that education is one part of a young person’s life and allows scope for multi agency planning to take account of and plan for all aspects and create a holistic package Provides a mechanism to cost support in education based on individual needs

5 North West Region – Involving Learners Enhancement of Learning Support YPLA programme of work Combined SEN (post 16), high cost ALS (over £5,500) and LDD Placement budget Integration of Independent Specialist Providers (ISPs) into mainstream funding and data collection Comprehensive use of Learning for Living and Work Framework Completion and use of a Resource Allocation System to assess and cost learner support needs to access, participate and progress through education. Other Associated areas of activity: Supporting and funding 19-24 year olds with an LDA Foundation Learning

7 North West Region – Involving Learners Enhancement of Learning Support The framework – part 1 Person centred plan: young person with person they choose Parent(s)/carer(s)’ views School input to be completed where appropriate for the young person: school Medical support needs: school nurse Accommodation, lifestyle, independence and personal care: social worker or school Contacts and reports: co-ordinator

8 North West Region – Involving Learners Enhancement of Learning Support The framework – part 1 Person centred plan: young person with person they choose, completed over time: What is going well and what they would like to change in their current situation What they feel they are good at Their goals and dreams How they would like to achieve them, including the support they would like Likes and dislikes, anything that is important to the young person, things they would like to change and anything that makes a difference for them How they like to communicate – if they have one you can attach their communication passport

9 North West Region – Involving Learners Enhancement of Learning Support The framework part 2 - RAS RAS – Resource Allocation System A tool to analyse the educational, health & social care support needs of a learner to participate, achieve and progress Developed in response to cross government strategies such as ‘Progression through Partnership’:- a fully integrated support package to meet educational, training, care and health needs to enable progression to appropriate employment options or independent living Uses a set of support questions/statements based on the principles of Every Child Matters, to identify the 1:1 (or more) support needs of a learner By ascertaining the exact support needs of the individual, an indicative price for support can be produced. The total price and the supplied breakdown of cost assumptions are then used to inform the negotiations with a provider

10 North West Region – Involving Learners Enhancement of Learning Support The framework – parts 3 and 4 Part 3 Records the future provider’s assessment and curriculum and support from other agencies Completed by providers working with PA/broker/partner agencies Part 4 Builds on previous sections to create the Section 139A Assessment Statutory responsibility of the locality authority, delegated in most local areas to Personal Advisers

11 North West Region – Involving Learners Enhancement of Learning Support The Learner Journey Year 7 Secondary transfer The learner receives continual person centred transition planning as part of their assessment and review process in school Year 9 – formal transition review meeting and review of statement where appropriate – feeding into the LfLW Framework Year 10 - Continued input into the LfLW Framework looking at the holistic needs of the learner taking into account and feeding in previous assessments. Input into the LfLW Framework by professionals in education, health, care and the learner, parents and carers. Investigation of provision to meet the identified needs Opportunity for additional input and modification of the suggested package of provision by the provider Provider visits/transition links/assessments to understand/inform potential offer Confirmation of learning programme and support package by the provider Year 11 to 14 – Transition into identified further education or training opportunity Programme delivery and regular review to ensure appropriateness of provision and progression Progression Identified list of learner support needs The Learner Journey Completion of RAS, resulting in a costed education, health and care plan (RAS)

12 North West Region – Involving Learners Enhancement of Learning Support Consultation and testing Consultation 3 month feedback/consultation on the LfLW – does it fit within structures in your LA (pre and post 16), does it capture what is needed to make placement and funding decisions? LfLW framework available with key consultation questions and feedback email reply box included Testing LA nominated for full testing of the LfLW framework – using it with learners due to start their learning from 2011/12
