Vignette 1. “Robert” is staying at a thermal shelter tonight. He is 55 years old and by himself. Robert told us he has a substance abuse issue that has interfered with housing. His plans for housing fell through. He is not currently employed and identified his barriers to employment as transportation, job skills and opportunity. He said there have been disputes with family members. He told us he was in foster care as a child. He received special education services in High School. He dropped out in 11 th grade. He has been homeless for one year. He lived in a tent for a year. He mentions a girlfriend who passed away recently and how much he misses her.
