3 Jordan Field Office – RSS Programme Reform SubCom Field Visit – 29 th March 2012 RSS Programme Reform RSS’s Programme Reform aims to ensure a sustainable impact on poverty reduction and human development for Palestine refugees through the transformation of the Relief and Social Services Programme (RSSP) away from the current procedure- centered model to a dynamic social protection Programme which is people- centered. 1.Unification and Restructuring of Social Workers (SWs), under a beneficiary centered social work system. 2.Adoption of a Holistic Referral System. 3.Promotion of Community Participation and strengthening of the community’s capacity.

4 Jordan Field Office – RSS Programme Reform SubCom Field Visit – 29 th March 2012 RSS Reform in Jordan – Achievements Two key service delivery methodologies - a Case Management approach adopted by social workers and the Multi-Disciplinary Team (MDT) established - have brought UNRWA staff from across programs together to address complex social problems in a more holistic way. Case Management Approach Multidisciplinary Team (Social workers, school counsellors, medical staff) Referral System On the job training

5 Jordan Field Office – RSS Programme Reform SubCom Field Visit – 29 th March 2012 a.Family violence; b.Child abuse and protection issues; c.Disability impacting on family well-being; d.Mental health/substance abuse impacting on family well-being; e.Early school leaving or school “drop outs”; f.Early Marriage; g.Social Safety Network family with no other income. At present the Social Workers and MDT are dealing with a number of complex cases selected on the basis of being refugees living in Marka Camp with two or more of the following needs:

6 Jordan Field Office – RSS Programme Reform SubCom Field Visit – 29 th March 2012 Building partnership with funding organizations; Provision of English Language courses at Marka Camp; Assisting students in finding and applying to scholarships; Awareness raising sessions on environmental sustainability, child protection and abuse, and maternal health and cancer; Initiatives to clean the camp; Establish a computer lab at the WPC at Marka Camp; distribute free computers; 25 youth attend training course on refurbishing computers; Implementation of sign language sessions for the deaf; Scholarships through partnership with Hope For Women and Education. Partnership with Ministry of Agriculture to plant gardens in the camp. On the community development aspect of the project, Eight Volunteer Committees were established in Marka Camp with 120 recruited volunteers. Their achievements are, but not limited to, the following:

7 Jordan Field Office – RSS Programme Reform SubCom Field Visit – 29 th March 2012 Next Steps UNRWA hopes to receive financial and technical support from UNICEF, which will enable the consolidation of work in Marka. Exploring a sustainable solution for overburdened social workers. Clarification of roles and responsibilities of different stakeholders. Further investment in skills and capacity enhancement of Social Workers and MDT. Develop and implement Quality Assurance Mechanism for referral system. Establish a system that supports and protects the SWs (legal concerns) Secure an appropriate and fixed office in the camp
