3 ® US Customs and Border Protection Requirements Electronic filing of Customs Forms US Trade Act 2002 US Postal Accountability and Enhancement Act (PAEA) 2006 Requires advance electronic Customs information prior to Import or Export For Postal shipments, data elements contained on PS2976A (Customs declaration form) Export Customs declarations required to be collected and forwarded to US Customs prior to export from the US APO/FPO/DPO shipments are exempt from this requirement

4 ® US Customs and Border Protection Requirements USPS provides customs declarations collected online to US Customs from: Click N Ship Web Tools Global Shipping Solutions Customs declarations received from customers systems Included in the data forwarded to US Customs Qualify for discounted rates Retail transactions collected through USPS e-Customs system National deployment is in progress

5 ® US Census Bureau Requirements Amendment to the Foreign Trade Regulations International shipments valued at more than $2500 or require an export license must file electronically through US Census Automated Export System (AES) Mailers responsibility to file electronically via Census website No paper Shippers Export Declaration (SED) accepted Proof of filing Citation or (PFC) entered on customs form Does not impact APO/FPO/DPO shipments or letters flats not containing goods

6 ® US Census Bureau Requirements Articles that are exempt (value under $2500 and do not require an export license) Customer will need to indicate an exemption or exclusion legend or EEL on the Customs form The EEL indicates the reason filing is not required 3 most common exemption or exclusion legends to be published in USPS communication materials provided to customers: NOEEI 30.37(a) - Value less than $2500 NOEEI 30.36 - Shipments destined to Canada NOEEI 30.37(h) - Authorized shipments of gift parcels or humanitarian donations

7 ® US Census Bureau Requirements USPS Changes required Customs forms modified to include a field for the PFC/ EEL and updated customer certification and privacy statement Form PS2976 A completed Jan 2009 distributed to field Form PS2976 re-design complete scheduled release September 2009 All systems (Click N Ship, Web tools) modified to accept the Census PFC/EEL numbers if applicable Click N Ship – complete Global Shipping Solutions - complete Web tools – September 2009 Shipping Assistant – September 2009
