3 “All but war is simulation!” Simulations save lives, money & time M&S technologies are used in training, planning, analysis, engineering, test & evaluation Research can be performed using simulation instead of costly & often times damaging live or “real world” events

4 Florida is the MS&T Leader M&S is a national “Critical Technology” with its epicenter in Central FL Florida has MS&T academic programs in high schools, an Associate’s Degree at Daytona State College (funded by the Florida High Tech Corridor Council) & a Doctoral Program at UCF UCF has established a network of incubators to nurture start- up MS&T companies Over 53,000 jobs in Florida support the MS&T industry

7 DoD’s MS&T Center of Excellence 2/2 The Research Park Adjacent to UCF—third largest University in the U.S. Home for the National Center for Simulation & UCF’s Institute for Simulation & Training (IST) Home for the MS&T acquisition agencies of all the Services except the Air Force Surrounded by large cluster (>100) of MS&T companies Proximity facilitates synergy between Academia, Industry & Government found no where else in the world Partnership, collaboration & teamwork lower program risk and are good for America & the war fighter The State has stepped forward to fund facilities (P I, II & III) & force protection measures to satisfy DoD requirements

9 Medical MS&T A bright future Potential for spin-off of 60 years of world class MS&T work for DoD into medical MS&T Orlando’s Medical City – Another arrow in the quiver of Team Orlando – Cluster of world class medical facilities will attract the “best of the best” – UCF’s Medical School—built from the ground up to include the latest in MS&T technology – Influenced Veterans Administration (VA) decision to establish a Medical MS&T COE at new Lake Nona VA Medical Center – Orlando already #1 destination in the world for medical conferences

June 23-24, 2010 65 Civic Leaders from across Central Florida split into 6 teams Message: The economic impact of the MS&T Industry in Florida Results: Private breakfast meeting with Senator LeMieux, private Luncheon meeting with Senator Nelson + 15 other meetings with Congressional Leaders /Staff Members/ Influential Committee Staff Members – Big boost in Florida representation on the Congressional M&S Leadership Caucus (from 2 to 6 Florida Members) Next steps

12 Other Initiatives Military/Civilian Government Workers in leased office space—an issue we must continue to address Infrastructure Grant Applications (3) to Enterprise Florida in support of Naval Support Activity (NSA) Orlando: A Visitors and Business Center next to new gate off of Science Drive ($499K)—not supported Phase IV of the Federal, State, University (FEDSUN) Network installation—to replace pull-boxes, lay conduit and install additional fiber optic cable ($346K)—funded Installation of a Turnstile entry gate between Partnership III and NSA ($49K)—not supported

13 MS&T Industry Recognition Request to establish North American Industry Classification System (NAICS) Codes – Economic Classification Policy Committee denied request in 2002, 2007 & 2012 – “Simulation is not an Industry…” – “…simulation is a method or specialized regimen…” – Models = “…custom computer programming services.” – “…manufacturing of flight simulators” = …”other commercial & service industry machinery manufacturing.” This is an issue for the Congressional M&S Leadership Caucus !

14 Summary MS&T technologies support the war fighter & save lives Simulation is one reason America’s war fighters are the most capable & best trained in the world! MS&T represents a significant economic impact throughout Florida There is every reason why the future epicenter of medical MS&T should also be in Central Florida
