Overview - USMC and MCAS Miramar’s Role in National Security - MCAS Miramar - Strategic Location - Mission - Orientation - Military Readiness and Safety Impact - Noise - Accident Potential Zones - Ordnance - Environmental Impact - Value to the Community - Economic Impact Key Point: Federal law prohibits joint use of Miramar.

Airport Authority Proposal Key Point: Commercial use of MCAS Miramar will degrade military readiness. “To provide for San Diego’s long-term air transportation needs, shall the Airport Authority and government officials work to obtain approximately 3,000 of the 23,000 acres at MCAS Miramar by 2020 for a commercial airport, provided necessary traffic and freeway improvements are made, military readiness is maintained without expense to the military for modifying or relocating operations, no local taxes are used on the airport, overall noise impacts are reduced, and necessary Lindbergh Field improvements are completed?”

Base Realignment and Closure (BRAC) - Solid business model to streamline efficiency of DoD assets to meet national defense requirements. - Maximizes training, interoperability and flexibility for future demands. - Five consecutive rounds of the Congressional BRAC process spanning the last 20 years has validated that Miramar is a vital national security asset. - BRAC determined that the USMC will continue to operate out of Miramar.

Individual Training Based on experience Unit Training Based on op tempo Combined/Joint Training Event driven schedule No conflicting priorities Civilian vs Military Crisis Response 9/11, Natural Disasters Aerial Port of Embarkation Security Miramar’s Strategic Flexibility

Miramar’s Strategic Location 200 100 67% of DoD ranges Range use is maximized 82% of all ordnance training Why Miramar? Close to USMC ranges Within range of our aircraft Allows unit integration Decreases deployments Decreases costs Maximizes warfighter training and saves lives

Airport Authority Proposal Key Point: This implies joint use without using the term. 3,000 acres to develop an airport doesn’t exist.

Orientation 14,900 Acres 3,500 Acres 1,400 Acres 1552163805 Mira Mesa Tierrasanta Kearny Mesa University City Scripps Ranch

Airport Authority Proposal Key Point: Noise is important but safety is a higher concern for the USMC.

Environmental Impacts 75% of the base remains in natural state 10 federal endangered or protected species 32 types of native vegetation 56 federal and state native species of concern 80% of all vernal pools left in San Diego County Part of a regional multi-species conservation program Unique micro-climate Mitigation (3:1 ratio) Does not address infrastructure relocation outside the airport template

Community Members San Onofre Mentors Landfill Organizations Emergency Support

Impact Aid to Schools Property and Income taxes 6000+ households Visiting Families and Relatives Intangibles Spending of Income by Employees and Contractors Retirees Goods and Supplies delivered to the Base Airshow and Fleet Week Direct Federal Spending $500 Million/YR Economic Impact Economic Stability (Insurance) to San Diego County 7 th Largest Employer COMBINED ECONOMIC IMPACT 2 nd Leading Industry 2 nd and 3 rd Order Effects Puerto Rico Example

Bottom Line The SecDef and SecNav have said “No” to commercial use of Miramar because it will reduce military readiness and create unacceptable safety risks. MCAS Miramar is used as an Air Station, not an airport. Two decades and five Rounds of BRAC have validated MCAS Miramar as a national security asset. We have been engaged and cooperated with the SDCRAA throughout their 3-year process. Joint use at this magnitude has not been attempted for good reason – It’s unsafe!
