6 Background Develop set of core competencies as foundation for IPCP among diverse professions (2009) HRSA sponsored convened IPEC conference (Feb 2011), core competencies recommendations endorsed DN FOA to prepare nurses for IPCP (2012) 6

7 Overview Purpose- IPCP Assure increased communication and shared decision making Promote mutual respect and effective dialogue Create efficient and integrated practices Goal: To create more efficient and integrated practices that lead to high quality patient and population-centered outcomes 7

8 Purpose Three-year cooperative agreements of innovations in IPCP IPCP projects: Create and/or expand team-based, innovative practice environments Nurses and other professionals Engaged in collaborative practice Leadership, communication, mentoring Clinical training sites 8

9 Long-Term Goals of IPCP Program Increase the number of nurses skilled in IPCP Increase access to care and achieve high quality patient/population-centered outcomes Provide opportunities for innovative coordinate care programs for nursing and other professional disciplines engaged in existing and emerging organized health care systems 9

10 Award and Funding Details Form of a cooperative agreement Up to $500,000 maximum budget per year Project period is three years ( September 1, 2012 to June 30, 2015) Approximately 20 awards

12 Additional Eligibility Information All nursing and other professional programs conferring degrees must be accredited for the purposes of nursing and professional education Accreditation documentation must be included in the submitted application

14 Application & Submission Information Uploaded files do not exceed 65 pages and 10MB Staff salary limits that may not exceed a rate of $179,700 14

15 Application Requirements Project Director is a licensed Registered Nurse Only one application per eligible applicant Documentation of established and adequate procurement systems Monitoring for all contracts and sub-recipients

16 Review Criteria Criterion 1: Need = 15 points Criterion 2: Response = 25 points Criterion 3: Evaluative Measures = 20 points Criterion 4: Impact = 15 points Criterion 5: Resources / Capabilities = 20 points Criterion 6: Support Requested = 5 points

17 Special Considerations Be aware of budget justification items Ensure budget reflects multi-year cooperative agreement work Ensure all proposed purchases satisfy cooperative agreement requirements

18 Additional Considerations Separate the narrative review process from the budget Consider the following: (1) whether the goals, objectives, and outcomes to be achieved by the project are clearly specified and measurable and are distinct from budget and (2) whether the budget section that has been proposed and the quality and appropriateness of the budget related to scope of the proposed project matches

21 Salary Limitation Have base salary of $179,700, exclusive of fringe and any income that an individual may earn outside of duties to the applicant organization Applies to sub awards/subcontracts Does not apply to consultants, although, they must meet the test of reasonableness and be consistent with the grantee's institutional policy.

22 Salary Limitation example Individual’s actual base full time salary: $350,000 50% of time will be devoted to project Direct salary$175,000 Fringe (25% of salary)$43,750 Total$218,750

23 Salary Limitation example con’t Amount that may be claimed on the application budget due to the legislative salary limitation: Individual’s base full time salary adjusted to Executive Level II: $179,700 50% of time will be devoted to the project Direct salary$89,850 Fringe (25% of salary)$22,462.50 Total amount$112,312.50

24 Unallowable Costs Student support, including but not limited to tuition, stipends, scholarships, bonuses, subsidies, student books and fees or paid release time for program participants Payment of temporary personnel replacement costs for time trainees/participants who are away from usual worksite during involvement in project activities is not allowed. Preadmission costs

26 Additional Budget Information Cost Sharing or matching is not required Must include travel costs for Project Director (PD) to attend one annual meeting for two days in the Washington, D.C. Area

27 NEPQR IPCP Funding Preferences Statutory Funding Preference -Substantially benefits rural areas -Substantially benefits medically underserved populations -Help meet Public Health Nursing needs in state and local health departments
