HL7 Terminology Authority (HTA) The HTA, as a representative body of HL7 International, shall ensure that HL7 provides timely and high quality terminology products and services to meet its business needs. The HTA shall serve as the single point of contact with any external terminology standards development organizations (SDO) with which HL7 has established, or in the future shall establish, formal relationships.

HTA Scope The HTA is exclusively focused on the content derived from external terminology SDO code systems. Responsibilities include:  1. Develop and maintain quality processes and measures related to HL7 terminology derived from external terminology SDO  2. Provide advice, where needed, on the acceptability of external vocabulary proposed for inclusion in HL7 terminology (NOTE: this does NOT refer to “infrastructure controlling” vocabulary, e.g. the CS data type)  3. Maintain relationships with external terminology SDO to ensure legal use of their products.

HTA The HTA was created by the HL7 Board of Directors in response to a request to set up the HTA by the HL7 Vocabulary Work Group and Jim Case and the US NLM. The HTA meets via conference call every other week and face-to-face at HL7 Working Group Meetings. The membership in HTA is based on invitations from the CTO (per the Board Action that created HTA) and the acceptance of the invitation from the invited HL7 HTA member.

HTA The structure of the HTA includes:  The HTA is co-chaired by Heather Grain and Sandra Stuart.  Other appointed members include Jos Baptist, Jean Narcisi, Robert McClure and Julie James.  Invitations for observing members include: The HL7 Terminology Harmonization team. This includes: Woody Beeler, Russ Hamm, and Ted Klein; IHTSDO representation by Jane Millar US NLM representation by Jim Case

HTA HL7 & IHTSDO have a collaboration agreement to work together to improve the quality of HL7 Value Sets. Progress has been slow but picking up steam. It is very important that HL7 respond in a timely fashion. However, various difficulties have been encountered.

HTA Difficulties include: 1. Different HL7 Product Families create and store value sets differently; 2. Common tooling does not exist to perform these actions across the product families; 3. The quality of the existing value sets is highly variable; 4. There are very few resources within HL7 that have the capability of responding to these difficulties.

Approach We need to bring together resources to:  Identify a set of use cases. For example, FHIR, CIMI, HL7 CDA, etc.  Identify the corresponding value sets  Undertake the necessary remodeling, curation and quality assurance ensuring fitness for purpose.

Approach (cont.)  Recognize the international standards that can be used across different development and run-time architectures;  All of the above will give us requirements for the tooling and process that must be developed. The result of all of the above will give us the necessary information to create a road map to review all HL7 value sets and identify the resources required to complete the project management work plan and transition.
