4 What is SmartConnect ? SmartConnect is a highly secure encrypted web-based citizen registration and card management system Provides a single master data base across services Integrates in real time to existing legacy systems Instantly records data and updates Auditable storage of recorded proofs. Documents scanned & stored against the individual record SmartConnect software Developed by local authorities for local authorities

5 Our history with payment e-purse 2004- 2008 a closed loop, within BFC across libraries and leisure sites Popular with leisure users but limitations Sought prepaid EMV included on our card 2008-10 liaison with various prepaid card suppliers 2011 creation of EMV approved design Progressing NEPO contract with Corner Bank Dec 2012 contact from allpay 2013-14 creating Direct Payments with Visa & allpay 2014 it’s clear Mastercard is working with public sector e+ Smartcard Scheme

6 Our history with allpay 2013- 14 creating pilot scheme with Visa & allpay for Direct Payments June 2014 Direct payments card live with e+ services June 2014 issues with the system October 2014- May 2015 allpay transition to Mastercard platform and new much improved banking portal May 2015- New portal, including DD’s live June 2015- New e+ Mastercard issued Bracknell Forest & allpay offer SmartConnect & Mastercard prepaid to any LA allpay and SmartConnect on Surrey Framework Prepaid card with SmartConnect

7 Plans ahead e+ Direct Payments becoming mainstream e+ Prepaid for Children & Young people Offer prepaid as service to citizens Continue developing incentive schemes Work with allpay to promote benefits of SmartConnect for public sector Continue to share knowledge with other Local Authorities e+ Smartcard Scheme
