7 Analysis of HOU 1.3.1. p2 “Encourage the development/construction of housing that is affordable…” –HRTF is focusing on replacement housing that is affordable to residents that lost their homes during the flood… BoT may want to clarify the usage of affordability in this context... –The HRTF is collecting and analyzing information to support BoT or ToL decisions – it does not advocate for or encourage any particular solution to replacement housing issues (that is a BoT or ToL function) 7

8 Analysis of HOU 1.3.1. p3 HOU 1.3.1 says: “…by virtue of the lot size, regulatory incentives, construction methodology and material usage, density, and the use of financial subsidies and volunteer organizations” At this time, the HRTF is focused on supporting decisions involving: –parcel selection –granting / funding opportunities –management structure issues Other issues resolved after parcel selection 8

9 HOU 1.3.2. (assigned to HRTF) Encourage the development/construction of manufactured housing (including prefabricated, modular, and mobile homes) Key partners: none listed HRTF has formed a MFH subcommittee, and this has been a “standing agenda item” 9

12 HTRF Activities to Date p2 Background and Operating Assumptions – Focus on Replacement Housing but develop Options for scenarios ranging from “No Action” to “Replacement housing + additional affordable housing”. – Replacement Housing ≠ Affordable Housing. Replacement Housing is based on unit type and value of what was lost in flood. “Affordable housing” is a subset of replacement housing 12

13 HTRF Activities to Date p3 Background and Operating Assumptions – Emphasize open and transparent processes and meetings, and public engagement – Provide input to ToL - to ensure Lyons’ application for grants (e.g. CDBG-DR) is competitive – Work with Housing Authority, DOLA, and FEMA 13

21 Review of BoT Direction to HRTF – All displaced residents be given a chance to come back to Lyons to a home similar to what was lost – Focus on Replacement Housing first – Option 2 to Option 3 is the target number of homes – Option 4 is a worthwhile goal but better left for the future 21

23 Choosing a Parcel p1 If BoT chooses to put a parcel “under control”: – Much more competitive for CDBG-DR and other funding sources (this FY focused on flood damage recovery) – HA and private sector developers can begin assembling solutions for BoT to choose from – Area Development Planning can be initiated – DOLA support (financial analysis, legal, planning) will become available 23

24 Choosing a Parcel p2 If BoT chooses to not put a parcel “under control”: – Process stops except for ADUs, etc. (equivalent of choosing “Option 1”) If Bot chooses to delay parcel choice beyond current FY funding cycle: – Comparable financial assistance unlikely to be available – Process will likely stop except for ADUs, etc. (equivalent of choosing “Option 1”) 24

25 Choosing a Parcel p3 Timing Considerations CDBG-DR: need parcel decision prior to 1 Jun to be fully competitive for – CDBG-DR phase 1 (application for part of $63M is occurring NOW) – CDBG-DR phase 2 (input into action plan is occurring NOW, much more $$ than phase 1, need parcel to ask for significant funding) Commitment to displaced residents? 25

26 Choosing a Parcel p4 What is BoT committing to by putting a parcel “under control”? – Zoning / land use designation change – Inertia towards actual development, but not full commitment Land ownership / tax structure TBD – part of deal option choices – Development configuration TBD – part of deal option choices… annexation or land swap (MS/HS?) could happen after main parcel chosen 26

28 Management Resources Redevelopment requires a variety of specialty professional services – Financial – Planning – Legal DOLA offers some assistance for free after parcel selection CDBG-DR monies earmarked for these services 28

29 Management Resources What is the Role of the Housing Authority? – They can and should “quarterback” the development – They are ToL’s Housing Authority, and most work will be executed by private sector or the NGOs (HfH) the BoT has exhibited interest in – They are capable of helping with ALL issues (MFH, NGO or volunteer help, policy issues)… not at all limited to just programmed affordable housing 29
