3 DEFINITION OF SEA THE PRIMARY PURPOSE OF ENVIRONMENTAL IMPACT ASSESSMENT (EIA) IS TO DETERMINE AND EVALUATE THE ENVIRONMENTAL IMPLICATIONS OF DEVELOPMENT, TO INFORM DECISION-MAKING AT THE PROJECT LEVEL. HOWEVER, THERE ARE A NUMBER OF MORE STRATEGIC DECISIONS THAT ARE TYPICALLY MADE AT THE PLANNING, PROGRAMMING AND POLICY LEVEL THAT INFLUENCE THE NATURE OF A PARTICULAR DEVELOPMENT OR FUTURE DEVELOPMENT STRATEGY. SEA HAS THEREFORE EVOLVED, COMPLIMENTARY TO EIA IN ORDER TO DETERMINE THE ENVIRONMENTAL IMPLICATIONS OF POLCIES, PLANS AND PROGRAMMES. 3 KNYSNA | INTEGRATED STRATEGIC DEVELOPMENT FRAMEWORK | OCTOBER 2013

4 NATIONAL ENVIRONMENTAL MANAGEMENT ACT IT IS IMPORTANT TO TAKE INTO COGNISANCE THE PRINCIPLES UNDERPINNING THE NATIONAL ENVIRONMENTAL MANAGEMENT ACT (ACT 107 OF 1998) NEMA AND THE PURPOSES FOR WHICH THE ACT AND ASSOCIATED REGULATIONS WERE PROMULGATED SECTION 2(3) OF NEMA CLEARLY STATES THAT ‘DEVELOPMENT MUST BE SOCIALLY, ENVIRONMENTALLY AND ECONOMICALLY SUSTAINABLE’ AND THAT IS WHY PLANNING AND PUBLIC PARTICIPATION IS AN ITERATIVE PROCESS WHICH CONSIDERS ALTERNATIVES THAT CAN BE EVALUATED, GIVEN THE ABOVE THREE LEGS OF SUSTAIANBLE DEVELOPMENT SECTION 2(2) STATES THAT ENVIRONMENTAL MANAGEMENT MUST PLACE PEOPLE AND THEIR NEEDS AT THE FOREFRONT OF ITS CONCERNS AND SERVE THEIR PHYSICAL, PSYCHOLOGICAL, DEVELOPMENTAL, CULTURAL AND SOCIAL INTERESTS EQUITABLY, BUT TOGETHER WITH THIS, SECTION 4 MUST BE TAKEN INTO ACCOUNT WITH DUE CONSIDERATION TO THE POTENTIAL DISTURBANCE OF ECOSYSTEMS AND LOSS OF BIOLOGICAL DIVERSITY 4 KNYSNA | INTEGRATED STRATEGIC DEVELOPMENT FRAMEWORK | OCTOBER 2013
